Protection Agency intends to negotiate sole source with Micro-Tech
Scientific, 140 S. Wolfe Road, Sunnyvale, CA 94086 for an Ultra-Plus
Binary LC Gradient System. The Contractor shall provide a Micro LC
pumping system to generate binary solvent mixing that can create
isocratic or gradient flow for capillary and microbore applications.
The system shall have a dead volume close to zero and must produce
gradient flows from a minimum of 1uL/min to at least 600 uL/min, with
increments of 0.1 uL/min or less, without pulsing (as visible from
data). The isocratic flow rate must deliver flow rates of 0.1 uL/min
(or less) to at least 600 uL/min. The system must have a detection
limit of 50 femtograms (or less), with no pulsing of the baseline. The
system shall allow for rapid re-equilibration of no more than 5 min to
enable fast repetitive analyses. The system must accommodate rapid
switching between capillary (0.32 mm i.d.) and microbore (1.0 mm i.d.)
columns. The system must include a variable wavelength UV-Vis
Detector, an LC autosampler with a 0.1 uL to 100 uL variable loop, a
loop injector with a minimum of a 5 uL loop, and temperature control of
the column to cover the range of 10 C to 50 C. The system must be able
to be directly interfaced to a Fisons Platform mass spectrometer
(which has an electrospray/APCI interface), without flow splitting. The
software must run on Microsoft Windows and have the potential to
interface to our present Fisons Platform Electrospray MS System (which
runs off a Windows environment). The software shall have the ability
to acquire data, set up a series of autosampler runs, and calibrate.
This data handling package shall also work for stand-alone operation of
the LC system with a UV/Vis detector. The Contractor shall also install
the system on-site and provide a minimum of 2-days of on-site training
to EPA personnel. This system shall also include a startup kit, mass
spectrometry interface kit, microbore maintenance kit, bonded columns
and guard columns. EPAbelieves that Micro-Tech is the only vendor
capable of satisfying the requirements stated above. No solicitation is
available. All interested parties must respond within 15 days of the
date of this announcement. Interested vendors shall: 1)include
information on the proposed items which clearly supports the
requirements outlined above and: 2) provide itemized pricing that is
sufficient to make a determination that competition is feasible. Submit
