This award will be under the authority of FAR 6.302-1. Argiculture Research Service has found no other source that offers the combination of viscometric and light scattering detection, coupled to software capable of integrating the results into a useful form. A justification for "Other than Full and Open Competition" has been prepared in support of this acquisition. This notice is not a request for competitive quotes.
