689-8368 The Naval Oceanographic Office has a requirement for Digital
Tide Gauges Units with options for VHF and ARGOS telemetry and solar
power panels in accordance with Government specifications. Quantity
required: Ten (10) each for FY 98 with options to purchase a maximimum
of fifty-six (56) units. Basic general characteristics are as follows:
the units are to be deployable in depths of zero (0) to ten (10)
meters. The units are to be capable of storing a minimum of twelve (12)
months of collected Tidal Data having a sample rate of fifteen (15)
minutes. All stored data shall be available via an RS-232 interface at
the Tide Gauge. The Tidal Data shall be able to be transmitted via the
optional telemetry methods identified in the specifications. All
software supplied with the Digital Tide Gauges and telemetry options
shall be capable of running under the Windows 95, 98 and NT operating
systems. All software and firmware shall be Year 2000 compliant. All
external devices required to set up the Digital Tide gauge units and/or
retrieve datal shall be provided by the contractor with the exception
of a laptop computer. The operating temperature range of each unit
shall be from (-) 10 to (+) 55 degress Celsius with a humidity of 0 to
100% condensing. The units shall be designed to withstand a thirty
(30) inch drop without damage. The units shall have a means of
displaying tidal height with centimeter resolution during the
deployment of the unit. Power for stand-alone digital tide gauage units
without telemetry: DC power is required. Each unit shall include
sufficient, self-contained, DC power to function fully for a minimum of
ninety (90) days with the unit set to collect tidal data with a sample
rate set for fifteen (15) minutes and an integration time set for five
(5) minutes. The units shall not exceed 0.75 cubic meters excluding
cables. The total weight of the units shall not exceed twelve (12) kg
excluding cables. The units shall be capable of continuous data
collection during a twelve (12) month deployment withoutrequiring
calibration. All spare parts required for one year operation shall be
provided for each unit. Optional spares shall be purchased on an as
needed as required basis for the term of the contract. The units shall
be of high quality and shall be constructed of materials providing for
reliability of operation, minimum maintenance, ease of maintenance,
ease of adjustment and ease of disassembly. All materials shall be
suitable for use in a salt-water marine enviornment. Manuals and
training on the units will be required in accordance with Government
specifications as contained in the Request for Quotations (RFQ). This
is a Simplified Acquisition purchased under Federal Acquisition
Regulation Far Part 12, Commercial Items. Subsequent requirement type
contract will be for an Indefinite Delivery//Indefinite Quantity with
an initial established minimum of ten units and/or spares for the base
period and a maximum of fifty-six units and/or spares during the life
of the contract. (Base year type IDIQ with optionfor four (4)
addtional years to be determined by the Government need and
availability of funds). Evaluations will be made based on technical
compliance with the government specifications, past performance and
price considered for the offer that is most advantageous to the
Government based on the factors contained in the RFQ. Requests for the
