a combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
a written solicitation will not be issued. Offerors must comply with
all instructions in FAR 52.212-1 with submittal of their offer and
provide all information. This solicitation is issued as a Request for
Quote. Solicitation number F05611-98-T-9999. This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-47. The Standards Industrial
Classification Number is 3571and the Business Size Standard is 500
employees. The proposed contract action listed here is for a Small
business set aside. Firm Fixed Price, Not to Exceed $1,900,

Compliance Requirement. All information technology items must be year
2000 compliant. Year 2000 compliant means information technology that
accurately process dates/time data (including, but not limited to,
calculating, comparing, and sequencing) from, into and between the
twentieth and twenty-first centuries ant the years 1999 and 2000 and
leap year calculation. Furthermore, year 2000 compliant information
technology shall accurately process date/time data if the other
information technology properly exchanges date/time data with it. The
network interface card must be compatible with Banyan Vines. All
systems and equipment shall be NT compatible with the required drivers
installed by the contractor and delivered with each system. All
offerors must comply with patent royalties. Copyrights shall be covered
by appropriate license agreements between your firm and the holder(s)
or right(s). Due to the number and variety of patents and copyrights
issued in area related to the production of personal computers, your
firm shall provide a letter of assurance from an officer of your
company or legal proof of your firm that appropriate patent royalties
have been paid, copyright license have been obtained when necessary,
and that (to the extent Any suit is initiated concerning these issues)
your firm will hold the Government harmless for any costs incurred and
any damages that may be awarded as a result of any such suit(s). Each
delivered system and/or component shall have the Federal
Communiccations Commission (FCC) Certificate of Conformity. All devices
shall be plug and play. All software will include whole digit upgrades
through the year 2000. A four year on-site warranty, 100% parts and
labor is required The contractor shall respond to warranty/service
calls within 24 hours of notification. A person authorized to place
warranty/service calls shall accomplish this notification. This
authorized person or persons shall be identified, in writing, to the
contractor at time of contract award. The 24 hours response time
applies to duty days only (Monday-Friday) and not weekends or Federal
Holidays. The contractor shall provide loaner equipment to the customer
if warranty/repair work completion is delayed beyond five (5) working
days. The Government shall not provide an on-site maintenance facility.
Equipment manufacturing defects affecting performance must be verified
and corrected by the contractor, within 30 calendar days, at no
additional cost to the Government. In addition, the manufacture shall
certify all maintenance personnel. Proof of certification shall be
provided at contract award. The contractor will submit a list to the
contracting officer for an approval of replacement upgrade parts to be
used under warranty. 52.212-2 Evaluation (Oct 1997). Offerors shall be
evaluated against the following factors in descending order of
importance: 1) Technically capability 2) Past Performance 3) Delivery
Capability and 4) Price. Delivery to be FOB Destination. Delivery

Delivery of items shall be accomplished between 7:30 AM and 3:30 PM
local time, Monday through Friday. No deliveries to be made on
