DUE 30 June 1998, 1:00 p.m. Hawaiian Standard Time (HST). 2. Point of

Appling, Contracting Officer. 3. This solicitation is unrestricted; all
responsible sources may submit a proposal. 4. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, Streamline Procedures for Evaluation
and Solicitation for Commercial Items, as supplemented with additional
information included in this notice. 5. This announcement constitutes
the only solicitation; proposals are being requested and a separate
written solicitation will not be issued. 6. Solicitation number
N00604-98-R-0020 applies and is issued as a Request for Proposal. 7.
This solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-04 and Defense
Acquisition Circular 91-13. 8. The standard industrial code is 2273 and
the business size standard is 500 employees. 9. This requirement is for
a fixed priced contract for one (1) line item as follows: Line item
0001: Quantity-17,800 Each; Item description: Carpet tiles, REMOVABLE,
Anti-static, suitable for use with Tate Access Flooring System, die
cut with four (4) positioning buttons to precisely locate and install,
24" X 24", Royal Air Force blue, Composition: BASF Zeftron 500 ZX soil
and stain hiding solution, dyed yarn, two (2) ply twisted heather loop
yarn construction, continuous conductive monofilament fiber, high
density textured loop, Pile weight: 28 oz., Pile height: .093",
Electrical Resistance: NFPA 99 RTT, RTG: 2.5 X 10 Ohms minimum and 1.0
X 10 Ohms maximum, Grounding path: RTG Connector(TM) 5mm copper strip
w/clamp, Backing system: Dissipative PVC tile with fiberglass
reinforced scrim and total weight of 130 oz.; Static Protection:
Manufacturers warranty. Wear Warranty: Manufacturers warranty. 10.
Delivery is required within 90 days after award of contract to be

Department. Acceptance shall be made at destination. 11. The provision
at FAR 52-212-1, Instructions to Offerors-Commercial Items applies.
Addendum to FAR 52-212-1: Paragraph (b) (4), Technical
Description-Substitute "Descriptive literature" for "technical
description."; Paragraph (c), Period for acceptance of
Offers-Substitute "45 calendar days" for "30 calendar days". Paragraph
(h), Multiple awards-Delete entire paragraph. Substitute "Single
Award. The Government plans to award a single contract resulting from
this solicitation." 12. The provision at FAR 52.214-21, Descriptive
Literature applies. Provide a description of the carpet tile being
offered in sufficient detail. 13. Past performance will not be
evaluated but will be used as a factor in determining responsibility.
Offerors shall provide the names and numbers of three (3) references
that you have provided same or similar supplies (reference sheets may
be obtained from the POC stated herein). 14. The provision at FAR
52.212-2, Evaluation Commercial Items applies. The Government intends
to make a single award to the responsible contractor whose proposal is
technically acceptable, in full compliance to all other requirements
set forth in the solicitation and the lowest cost or price. The
Government reserves the right to judge which proposals show the
required capability and the right to eliminate from further
consideration those proposals which are considered unacceptable and not
capable of being made acceptable without major rewrite or revision. 15.
Offerors are required to complete and include a copy of the following
provisions with their proposals (copies may be obtained from the POC
stated herein): FAR 52.212-3, Offeror Representation and
Certifications-Commercial Items; DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items. Also, DFARS
252-225-7000, Buy American Act and Balance of Payments Program
Certificate; DFARS 252.204-7004, Required Central Contract
Registration. 16. Clause 52.212-4, Contract Terms and
Conditions-Commercial Items, applies. Addendum to FAR 52-212-4:
Paragraph (o) Warranty-Add: "Additionally, the Government will accept
the manufacturer's warranty." 17. Add the following addendum clause,
FAR 52.211-5, Material Requirements; and provisions: FAR 52.215-5,
