Synopsis & Draft Solicitation, pcancig@nswc.navy.mil. The Naval Surface
Warfare Center, Dahlgren Division anticipates award of a 5 year
Indefinite Delivery/Indefinite Quantity contract with Firm-Fixed-Price
pricing arrangements for PAGER EQUIPMENT AND PAGER SERVICES. A Sources
Sought Announcement was published in the 19 February 1998 Commerce
Business Daily to assess industry interest and to identify standard
commercial practices. A draft solicitation is now available for
industry review and further comment. The draft solicitation is
available over the Internet at http://www.nswc.navy.mil/supply under
the Solicitation section. In order to be considered, industry comments
must be in writing and must be received on or before 01 July 1998. It
is anticipated that a Request for Proposal will be issued on 10 July
1998 with a requirement for proposal receipt by 10 August 1998. Award
of this contract is anticipated for 01 October 1998. The Naval Surface
Warfare Center, Dahlgren Division is attempting to establish an
efficient and economical means for pager equipment and services for the
Naval Surface Warfare Center, Dahlgren and Indian Head Division
laboratories which fall within the appropriate Regional Area (e.g.,
Dahlgren, Virginia and Indian Head, Maryland). The two Naval Surface
Warfare Center locations currently employ an estimated 5,000
individuals (3,100 at Dahlgren, and 1,900 at Indian Head). The Dahlgren
Division currently purchases most pager equipment, while the Indian
Head Division currently leases most pager equipment; therefore, the
resulting contractual vehicle must be conducive for a broad spectrum of
support (lease, rental, purchase, alpha-numeric, numeric, etc.). This
procurement will be processed as an Unrestricted Procurement. All
responsible sources will be invited to submit a proposal for
consideration. Potential offerors will be responsible for downloading
their own copy of the solicitation and all amendments, if any at the
following Internet address: http://www.nswc.navy.mil/supply. For
solicitations issued after 1 June 1998, DoD will no longer award
contracts to Contractors not registered in the Central Contractor
Registration (CCR) data base. Registration may be done by assessing the
CCR Web site at http://www.acq.osd.mil/ec. Registration may be done via
