Officer The Naval Air Warfare Center Weapons Division (NAWCWPNS), Point
Mugu, CA is issuing a solicitation for a three and a half year contract
for Aircraft Maintenance and Repair Services. The period of performance
includes an option for a three month phase-in period, a one year base
period, two one-year options, and an option for a three month phase-out
period. It is anticipated that the base period of performance will
commence in November 1999. The solicitation will be issued as part of
an OMB A-76 cost comparison study. Based upon the results of the cost
comparison, the Government may elect to award a firm-fixed price
contract or to retain the function in-house. In the event the function
is contracted out, the successful offeror must possess the ability to
obtain a SECRET clearance. The requirement is for the QF-/YF-4
Aircraft Maintenance and Repair. Aircraft maintenance/configuration,
equipment control and flight operational support utilizing ground crew
personnel are required to ensure mission capable aircraft platforms
are available and properly configured to provide aircraft target flight
presentations in support of programs including Standard Missile,
Airborne Turret Infrared Measurement Systems, Close-In Weapons System,
Extended Area Tracking System and Electronic Warfare Advance
Technology Systems. These functions involve the inspection, repair and
maintenance of basic aircraft systems including setting classified
aircraft mode II Identification Friend or Foe codes; configuring
aircraft for flight support by uploading/downloading program related
pods containing equipment; and providing ground flight operational
support at NAWCWPNS and other Department of Defense sites such as
Puerto Rico, Guam and Hawaii. The Government will provide use of
facilities and special equipment. The contractor provides its own
vehicles. All copies of the solicitation will be furnished
electronically through the NAWCWPNS, 2.0 Contracts Competency Home

of the solicitation will be furnished unless absolutely necessary.
Regarding availability of specifications, plans, drawings or other
technical data, it is impracticable to distribute all of the technical
exhibits of the Performance Statement of Work electronically.

Technical Library in Bldg 553 at NAWCWPNS, Point Mugu, CA 93042.
