202-283-1137 Description: The Internal Revenue Service (IRS) intents to
procure on a sole sources basis with Dataflow Technologies, Inc.1300
York Road, Suite 30, Lutherville, Maryland 21093-6016, to obtain depot
maintenance service and BTAMS software support of a custom-built Bar
Code Tape Library Management Systems (BTAMS) currently installed at
thirteen IRS sites. These systems were designed specifically for the
IRS to provide an automated login and logout process for magnetic
media; an automated inventory process using bar code scanners; and an
automated magnetic media vaulting procedure. The custom-built software
utilizes Progress 4GL-RDBS, a fourth generation programming language,
on specialized PC-hardware, and Welch Allyn bar code scanning
equipment to read both tri-optic, tri-code and other unique bar code
symbologies used to identify magnetic media. At the service center, a
Progress Gateway system interfaces with the IRS Automated Workload
Management System (AWMS) with unique screens to manage and control
magnetic media. At the computing centers, a MVS/ISPF full screen system
was developed to interface with the CA-1 tape management system. These
custom designed interfaces provide the centers with the management
tools needed to monitor and control magnetic media. Twelve of the
thirteen BTAMS installations consist of the following: one LAN server
with Novell NetWare V.3.12, supporting up to five users; three to five
Pentium PC workstations; two to three Welch-Allyn hand-held bar code
scanners with Intermec 9440 trackers; three to five Opticon hand-held
bar code scanners with Welch-Allyn keyboard wedge; one Lexmark laser
printer; and one Intermec 4100 bar code label printer. The system at
the National Office has one 486 PC workstation, one Welch-Allyn
hand-held bar code scanner with Intermec 9440 trackers; one Opticon
hand-held bar code scanner with Welch-Allyn keyboard wedge; one HP
laser printer; and one Intermec 4100 bar code label printer. This
acquisition will include remote support services for the BTAMS systems
including over night shipment of replacement equipment that will be
pre-configured with all software and tested for the site at which it
will be utilized. A toll free phone number is required to diagnose a
problem or provide support between the hours of 8:00 A.M. through 6:00
P.M. Eastern Standard Time, Monday through Friday, Except Government
holidays. The depot/services center shall include establishing and
staffing a depot facility for receiving and repairing parts of the
BTAMS systems which will include any software problems. The IRS will
mail- in equipment for repair on an as needed basis. Interested
contractors may submit written response within 45 days after
publication of this notice in writing to the Internal Revenue

Oral communications are not acceptable and will not be honored. No
facsimiles will be accepted. No contract award will be made on the
basis of any response to this notice. This is contingent upon the
approval of a Justification for Other than Full and Open Competition,
on the citing authority 40 U.S.C. 759(g). This requirement is being
negotiated as an unrestricted procurement. (SEE Note 22). The period of
performance will be October 01, 1998 through September 30, 1999,
