OFFICER, SYNOPSIS@PHIL.FISC.NAVY.MIL. The FISC Norfolk Detachment
Philadelphia intends to acquire through full and open competition
non-personal Contractor Engineering and Technical Services (CETS) for
the Naval Aviation Engineering Service Unit by qualified personnel.
This proposed procurement is for a period beginning 01 January 1999
through 30 December 1999, with four one year options. The estimated
level of effort, approximately 480 man-months per year. The required
services include contractor engineering and technical services in
support of the following programs: F/A18, F14, A6, EA6, E2C, P3, EP3,
S3, ES3, E6, H1, H2, H53, H60, AV8, C2, C9, C20, C130, H3, MT, NDI,
NLCOMIS, CATE, CASS, and SE. Offerors will be required to submit their
proposals in two separate parts -- Part I -- Technical proposal and
Part II -- Price. The technical proposal shall include information in
sufficient detail to clearly identify the offerors overall
qualifications and consist of the technical evaluation factors of
Technical Approach, Past Performance, Corporate Experience, Management
Approach, and Personnel resources. The Government desires to award at
least three indefinite delivery, indefinite quantity type contracts
under this solicitation. The Contracting Officer reserves the right to
make less than three awards if the Contracting Officer determines that
there is a sufficient difference in the total rating between the most
advantageous offeror and the remaining offeror(s) such that additional
awards are not in the best interest of the Government. Award(s) made
resulting from this solicitation will be made to the eligible,
responsible offeror(s) whose offer, conforming to the solicitation, is
determined most advantageous to the Government, cost/price and other
factors considered. This proposed procurement carries and applicable
