OFFICIALS. (i) This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in FAR Subpart 12.6,
as supplemented with additional information included in this notice.
Period of performance is 1 Oct 98 -- 30 Sep 99 together with options to
extend for a total performance period not to exceed 36 months. This
announcement constitutes the only solicitation. Quotes are being
requested and a written solicitation will not be issued. (ii) This
solicitation number, F22608-98-Q0207 and F22608-98-Q0366, is a Request
for Quote. (iii) Incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-4. Copies of applicable
provisions and/or clauses may be obtained by calling the point of
contact listed in this announcement. (iv) This RFQ is set-aside for
small business, SIC 7999, annual earning below 5 million. (v) There are
three line items in this solicitation and quotes are being requested by

certified sport officials, scores, and timers at Columbus AFB for
Intramural, Youth, Varsity sports programs and conduct rules clinics.
This is a firm fixed price requirements-type contract. Intramural
sports to be officiated and total estimated games are basketball 200,
Softball 330, Volleyball 145, Flag Football 130. Total number of
officials are Basketball 2 officials, 1 scorer, and 1 timekeeper;
Softball 2 officials and 1 scorekeeper; Volleyball 2 officials and 1
scorekeeper; and Flag Football 4 officials and 1 downs keeper. Youth
sports to be officiated and total estimated games are Flag Football 40,
Fall Soccer 60, Winter Basketball 75, Spring Soccer 60, T-Ball 50,
Baseball 40, Softball 30, Summer Basketball 35, Varsity Basketball 15,
and Varsity Baseball 20. Total number of officials requested are Flag
Football -- 3 officials; Soccer -- 1 official; Basketball -- 2
officials, 1 scorer, 1 timer; T-Ball -- 1 official; Baseball -- 2
officials, 1 scorer; Varsity Basketball 2 official, 1 scorer, 1 timer;
Varsity Baseball -- 2 official, 1 scorer. (vi) Performance period for
Intramural sports are Basketball -- December to February, Volleyball
-- March to May, Softball -- June to August, Flag Football -- September
to November, and Special Events all year around. Performance period for
Youth sports are Flag Football -- September to October, Fall Soccer --
October to December, Winter Basketball -- December to March, Spring
Soccer -- March to April, T-Ball -- May to July, Baseball -- May to
July, Softball -- May to July, and Summer Basketball -- May to July.
The contractor shall provide certified sports officials, scorers, and
timers for a variety of men/women intramural and youth sports programs.
Proof of official certification and employee listing must be provided
to the contracting office prior to each sport season. The contractor
shall conduct rules clinic for coaches and officials prior to each
individual sport. Rules and contractor responsibility for Intramural
sports are provided in the following listed rule books except where
amended by bylaws: Softball -- Amateur Softball Association, Basketball
-- National Collegiate Athletic Association, Volleyball -- United
States Volleyball Association, and Flag Football -- General Local Flag
Football Rules. Rules and contractor responsibility for youth sports
are provided in the following listed rulebooks except where amended by
handbooks or by by-laws: Soccer -- High School Rule Book, Basketball
-- High School Rule Book, Baseball -- Dizzy Dean Rule Book, Softball --
Amateur Softball Rule Book, Flag Football -- American Flag Football
Rules, T-ball -- Local Bylaws, and Babe Ruth -- Dizzy Dean Rule Book.
The contractor will be provided game schedules to include date, times,
and location, not later than one week prior to sport or special event.
The contractor shall be given a one and one half-hour notices in the
event that a game is cancelled/forfeited. If the required notification
is given, no payment will be made for any games that day. If the
contractor has not been notified in ample time as indicated above,
payment will be made for the first game only. Contractor payment per
game will be adjusted if the correct numbers of officials are not
available prior to start of game in accordance with the rulebooks. All
previously mentioned by-laws and handbooks will be provided upon
request. Wage Determination Number 94-2295, Dated 07/01/1997, revision
(8) is incorporated. A copy will be provided upon request. (vii) This
commercial acquisition incorporates the following clauses and
provisions: 52.212-1, Instruction to offerors-Commercial, Addenda to
52.212-1 Incorporates the statement "All references to "offer" and
"offeror" are hereby changed to read "quote" and "quoter"
respectively." Quotes will be evaluated according to lowest
responsible, responsive quote. All quoters shall include a completed
copy of 52.212-3, Offeror Representations and Certification-Commercial
Items, which applies to this acquisition. Addenda to 52.212-4
incorporates the statement "All references to "offer" and "offeror" are
hereby changed to read "quote" and "quoter" respectively." Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisition. The
additional FAR clauses: 52.222-36, Affirmative Action for Handicapped
Workers; Service Contract Act of 1965; as Amended; 52.222-42, Statement
of Equivalent Rates for Federal Hires; 52.22-47; SCA Minimum Wages and
Fringe Benefits; 252.225.7001, Buy American Act and Balance of
