COMMERCE BUSINESS DAILY ISSUE OF JUNE 18,1998 PSA#2119A -- DEVELOPMENT OF DECISION SUPPORT SYSTEM FOR AGRICULTURE U. S.
Department of Energy -- Idaho Operations, Idaho Falls, ID SUBJECT:
SEEKING PARTNERSHIP WITH PRIVATE SECTOR TO CONTINUE DEVELOPMENT OF
DECISION SUPPORT SYSTEM FOR AGRICULTURE (DSS4Ag) POC : Mr. Larry Hops,
Agriculture Account Executive, Technology Transfer Office, LMITCO, P.
O. Box 1625, Idaho Falls, ID 83415-3805. DESC: Lockheed Martin Idaho
Technologies Company (LMITCO), the managing and operating contractor
for the U. S. Department of Energy Idaho Operations Office (DOE-ID) at
the Idaho National Engineering and Environmental Laboratory (INEEL)
seeks a commercial sector partnership for the ongoing development,
including rights for licensing, of its Decision Support System for
Agriculture (DSS4Ag). Fundamentally, the DSS4Ag is an expert system
that integrates artificial intelligence methodologies and local
precision farming data to generate an economically optimum recipe for
the spatially variable application of agricultural inputs. Qualified
companies interested in partnering must 1) participate in a funds-in
Cooperative Research and Development Agreement (CRADA), requiring
significant contributions of both dollars and collaborative technical
development that will demonstrate the application of DSS4Ag technology
on several major crops and cropping systems for agricultural inputs,
2) demonstrate the ability to develop significant market penetration
with DSS4Ag technology for fertilizer, agrichemicals, seed, water, or
other agricultural inputs, and 3) negotiate a royalty-bearing field of
use exclusive license for the DSS4Ag. Submitted Information should be
pertinent and specific for the technical area under consideration, on
each of the following qualifications: (1) Experience: Outline previous
projects, specific work previously performed or being performed and any
in-house research and development effort; (2) Personnel: Name,
professional qualifications and specific experience of scientists,
engineers and technical personnel who may be assigned as a principal
investigator and/or project officer; (3) Facilities: Availability and
description of special facilities available to be used in the technical
areas under consideration; (4) Any other specific and pertinent
information as pertains to this particular area of partnership that
would enhance our consideration and evaluation of the information
submitted. More details on the INEEL precision agriculture research can
be found at http://sst4ag.inel.gov/sst4ag/. The technical
point-of-contact is Dr. Reed Hoskinson, (208) 526-1211 or hos@inel.gov.
