JOINT SERVICE AIRCREW MASK (JSAM) The Joint Service Aircrew Mask (JSAM) program, at the Human Systems Program Office, Brooks AFB, TX is soliciting your comments in response to several programmatic questions outlined below. This special notice is being published partly in response to questions and concerns raised by industry at the first industry day and partly on a desire of the Government to solicit feedback on program strategy which are being considered. This announcement is not a formal solicitation and is not a request for proposals. Any formal solicitation will be announced separately. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. System Performance Specification is in development and draft will be posted soon!!! Program Introduction: There is a need to provide all aircrew with individual head-eye-respiratory protection against chemical/biological (CB) warfare agents and radiological particles and, for high performance aircraft, to provide aircrew protection against the fatigue caused by high rates of acceleration (Gz) and possible G-induced loss of consciousness (GLOC). We are interested in a lightweight, CB protective respirator/mask system that can be worn as CB protection for all aircrew . With the addition of anti-G features, it can be worn as combined CB and anti-G protection by aircrew in high performance aircraft. This protection is intended to work in conjunction with a next generation, below-the-neck (BTN) clothing ensemble, currently planned for EMD FY00 start (Joint Protective Aircrew Ensemble (JPACE)). It will be compatible with existing CB ensembles, provide flame and thermal protection, reduce heat stress imposed by existing CB protective masks and the CB protective portion will be capable of donning in flight. The system must also be compatible with fielded aircrew life support equipment. Questions: EMD: 1. What would be your estimate of time required to complete system development (not including Government testing), if your were to respond to a solicitation today? (Responses should be based on the requirements discussed at industry day. Both the Slides presented at industry day and the Joint Operational Requirement Document are located on the JSAM web page.) 2. With reference to the first question, what would be your estimate of the funding required? (in U.S. currency) 3. What performance aspects, which the Government desires, would you identify as high-risk areas? The next few questions deal with a specific approach, a 2-phase developmental program. Scope of the first phase would be concentrated on the system's design approach (defining the general outline if the system). The second phase would include system qualification testing and Government testing. 4. Assuming Phase I is competitive, what is the appropriate time frame for the downselect: CDR, PDR, given the desired downselect point was completion of design in sufficient detail to know/analyze such consideration as: system performance, design characteristics, logistics aspects, producibility, testability, etc? 5. Can Phase I be completed in 8-9 months? Can Phase I be completed in 15 months? Would Phase I require more that 15 months, specify? Production: 1. What would be your recommendation for an optimal, annual production build profile? (constraint of 4 yr award and 5 yr period of performance) Other comments regarding the government's course of action and/or alternatives you may offer are encouraged and appreciated.
