construction of 4,638 square meter, three story dormitory facility with
supporting fire sprinkler systems, HVAC, hydraulic elevator,
communications wiring, site work, and utilities. The dormitory facility
will be a steel framed structure with composite floor framing. The
standing seam metal roof will be conventionally framed with joists
bearing on ridge beams. Exterior walls will consist of split face CMU
on an inner wythe structural CMU. Interiors consist of wall paper on
sheet rock, tile bathrooms, carpet, and hard ceilings. Site work
includes asphalt paving, concrete curb and gutters, landscaping,
irrigation system and area lighting. Demolition of an existing building
containing asbestos is required. Bidders, subcontractors and Dodge/Plan
Rooms are encouraged to register on the Internet to receive one CD-ROM.
Registration on the Internet should minimize possible errors and delay

completed one week prior to the issue date. All notifications of
changes to this solicitation shall be made through the Internet only.
It is therefore the contractors responsibility to check the Internet
address listed above daily, for amy posted changes to this
solicitation. Actual solicitation amendments will be issued either by
paper medium mailings, fax, 3.5" diskette or CD-ROM. The plans and
specifications will be issued on Compact Disc (CD-ROM) only and will be
provided free of charge. Plans and specifications will not be provided
in a printed paper format; however, the Government reserves the right
to revert to paper medium when it is determined to be in the
Government's best interest. All bid forms, bid bonds, and other normal
documents required for the bid submittal, including amendments to the
bid submittal, shall be in paper medium. Electronic medium for the bid
submittal documents will not be allowed. Critical Path Method (Network
Analysis System) is required. For this job, a small business is
defined as having average annual receipts of less than $17,000,000 for
the past three years. This solicitation includes bid options which may
not be awarded. All responsible sources may submit a bid which shall be
