Explosives Division, Office of the Deputy Chief of Staff for Industrial
Readiness (DCSIR), is conducting a market survey of industry to
identify potential contractors capable of manufacturing Solvent Yellow
33, Solvent Red 1, Solvent Green 3 and Disperse Red 11 dyes. Dyes are
used as colorant in smoke hand grenades. Specific facilities,
equipment and skills required to manufacture subject items are as
follows: Specific production facilities required include: raw materials
receiving and storage for bulk powder and liquids; materials handling
and processing; chemical processing; waste holding and treatment;
product storage and shipping; maintenance and administrative
facilities. Specific equipment required includes: grinders, reactors,
separators-liquid/liquid, separators-liquid/solid, filters, dryers,
chillers, heaters, condensers, crystallizers, heat exchangers,
scrubbers, tanks, pumps, pipelines, controls and evaporators. A
respondent to this market survey must have available the skills
required to perform all manufacturing and testing operations to produce
these dyes. These skills may include Chemical Engineer, Organic
Chemist, Environmental Engineer, Controls Technician, Waste Water
Treatment Plant Operator and Quality Assurance Technician. These skills
must be available with sufficient extent of experience and levels of
proficiency to produce these dyes in a timely and efficient manner. A
respondent must also have available the appropriate maintenance skills
such as instrument repairman, millwright, pipefitter and electrician
required to support quality production of these dyes. A respondent must
currently possess a majority of these skills, equipment and facilities
and demonstrate provisions for obtaining the remainder without
significant delay. A respondent's maximum capacity must be sufficient
to produce a combined total of 115,000 pounds per year for the four
dyes. Of the combined total of 115,000 pounds, only 10 percent or less
would be for Solvent Red 1 and Disperse Red 11 dyes. Historic unit
costs are as follows: Disperse Red 11 = $82.10 per pound; Solvent Red
1 = $9.22 per pound; Solvent Green 3 = $11.60 per pound and Solvent
Yellow 33 = $11.61 per pound. Specification sheets exist for each of
these dyes. A follow-up detailed questionnaire (including specification
sheets) may be requested from survey respondents. Interested
US/Canadian firms who feel they are capable of manufacturing these dyes
are invited to indicate their interest by providing to the Government
a brief summary of their company's capabilities, including a brief
description of facilities, personnel and past manufacturing experience
as it relates to the above criteria. Information must be submitted
within 30 calendar days from the date of this publication to: US Army
