Potential sources sought: ASC/YTZ intends to issue a Request for
Proposal for Sustaining Engineering in support of the T-1A Aircraft for
a basic period and options to cover a period of FY00 through FY09. The
contract is anticipated to be awarded to the Raytheon Aircraft
Company, Wichita, KS, the only known firm with the required knowledge
and ability to perform the effort. The contractor will be required to
conduct nonrecurring engineering, including kit proofing and Time
Compliance Technical Order (TCTO) development to support any required
modifications of the aircraft. The contractor will also be required to
resolve deficiencies uncovered by the Operating Command (Air Education
and Training Command) and its maintenance organizations. The successful
contractor must possess detailed knowledge of the T-1A aircraft design
configuration and aircraft operating characteristics, and have
established, or demonstrate the clear ability to establish,
relationships with the associated major subcontractors. The T-1A is a
twin-engine Raytheon Beechjet 400T, a business jet modified for
training USAF military student pilots. Raytheon Aircraft Company and/or
its subcontractors retain all rights to commercial data. An Ombudsman
has been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to

Interested firms should submit sufficient information which will permit
evaluation of technical capabilities and experience in writing to

Information submitted should be pertinent and specific demonstrating
knowledge and ability to perform the sustainment engineering functions
for the T-1A aircraft and should address the following: (1)
Experience: An outline of previous or current contracts of the same
type and scale as defined in this synopsis; (2) Personnel: Name,
professional qualifications and specific experience of personnel who
may be assigned to key positions for this contract; (3) Capability:
Current knowledge and ability, or plans to acquire the knowledge and
ability, to provide sustaining engineering for the T-1A aircraft and
its subsystems; (4) Any other specific and pertinent information that
would enhance our consideration and evaluation of the information
submitted. Deadline for receipt of this information is 01 Jul 98.
Information received in response to this notice will be considered
solely for the purpose of determining whether to conduct a competitive
procurement. This synopsis is not to be construed as a commitment on
the part of the Government to award a contract nor does the government
intend to directly pay for any information or responses submitted as
the result of this solicitation. A determination by the Government not
to compete this proposed contract based upon responses to this notice
