SW., Washington, DC 20593-0001 59 -- ACQUISITION AND INSTALLATION OF A 10,000 WATT TRANSMIT ANTENNA
MATRIX POC Contract: Linda Mullen, (202) 267-1512, Contracting Officer,
Jerome Hensley, (202) 267-6211 The U.S. Coast Guard (USCG) intends to
award a sole source contract to Delta Electronics, Inc., Alexandria, VA
22312, for acquisition and installation of a 10,000 Watt Antenna Matrix
at USCG CAMSPAC, Point Reyes, CA. The matrix shall operate in the
high-frequency range of 2-30 MHz. The matrix shall be remotely
controllable and shall be interfaced to the USCG's existing
Communication Station Control System. The USCG currently owns a total
of 6 high-power transmit antenna matrices of this type. Delta
Electronics will provide a commercial, off-the-shelf, remotely
controlled antenna matrix switch with 24 transmitter inputs and 30
antenna outputs (20 of the transmitter inputs will be populated with
crossovers and 4 of them will be left unpopulated). A key controlled
"lock out row" is also required; provide service to overhaul two Delta
Electronic's MCU-8 controllers presently being used to control the
antenna matrix now installed at CAMSPAC; de-install the existing
CAMSPAC matrix switch and install the new matrix switch and overhauled
controllers at CAMSPAC; install contractor provided Polyphaser
lightning arresting units in the antenna output lines just before they
exit the building; combine all Polyphaser ground points and silver
solder to the station ground system; install 10 contractor supplied
Bird Corp. 4715-000 line sections and 10 government supplied Bird Corp.
4715-000 line sections in all transmitter line inputs on top of the new
matrix switch; acquire and install Bird Corp. elements 1000H12 and
10KH12 for all line sections; install a government supplied Voltage
Standing Wave ratio (VSWR) master signal switch in a 19" rack space
designated by on-site Coast Guard personnel; install contractor
provided Bird Corp. Model 3127-040 wattmeter in the 19" rack space
designated by on-site Coast Guard personnel; and shall connect the
wattmeter input to the output of the VSWR master signal switch. Delta
Electronics, Inc., is the only known source available to provide the
Delta transmit antenna matrix. While theremay be more, it would not be
cost effective to purchase and support a different matrix system than
the 6 Delta matrices currently owned by the USCG. It is not feasible
