synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. This notice is being issued as a
Request for Offer (RFO) for an ICP Spectrograph to include the
following: Item 1-Iris advantage ICAP solid state spectrograph with
extended wavelength range axial plasma with TJA 300 autosampler. Should
also include duo option for iris axial plasmas and a mass flow
controller for trace, tracescan, iris ap. Specs: 0.38 meter purged
echelle spectrograph system with 54.4 groove/mm echelle grating w/blaze
angle of 45.5 degrees and 15 degree prism, focuses light from the
plasma onto a cooled charge injection device (CID) sensor, consisting
of a photo-active array of 512 X 512 pixels. Wavelength coverage
165-800 NM. CID camera controller to operate all spectrograph hardware
functions. Information is transmitted over a data link to a pentium
100 MHZ (minimum) computer w/16 mb ram, 3 1/2" floppy disc, 500 mb
(minimum) hard drive, 15" color monitor, deskjet color printer. The
readout system should be capable of acquiring data from the entire
photo-active area simultaneously. Should include a software package to
perform all sample analysis and output functions. Sample introduction
system to include glass cyclone spray chamber, torch with demountable
center tube, computer controlled gas flows with auto ignition and
computer controlled four channel peristaltic pump. Compact 2 KW direct
coupled RF generator designed with auto power control, auto-tuning,
and built-in coolant recirculator to include a microprocessor
controlled autosampler consisting of a programmable, random access
sample changer, with removable sample trays to hold 13mm, 16mm, and
28mm diameter tubes and an "L" shaped tray capable of holding 28 X 80
mm vials for calibration and QC standards and a flowthrough rinse
station. Setup of the autosampler is to be accomplished using the PC
workstation. Software should operate within the Microsoft Windows 95
environment for ease of use and data transfer to auxiliary programs.
Price should include three day of training onsite at MSFC. Quantity 1
each; Item 2- Free Standing Remote SSA solid sampling accessory. Specs:
Should be a self contained solid sampling system for use with the ICP
instrument. Should all OW sample ablation into the ICP VIA A transfer
system. Voltage triggered electronically controlled waveform source.
High voltage undirectional spark (14,0000 volt) with constant high
repetition rates of 240, 360, 480, or 600 discharges per second at 60
HZ, and a discharge current of up to 5 rf amps to include an advance
V-tec source, solid sampling stand and necessary hardware, and mounted
in a special cabinet to be run as a remote device. All software should
be provided, along with all necessary hardware interfaces, to allow
solid sample ablation or conventional plasma operation. Quantity 1
each. The provisions and clauses in the RFO are those in effect through
FAC 97-4. The SIC code and the small business size standard for this
procurement are SIC 3826 and 500 respectively. The offeror shall state
in their offer their size status for this procurement. This is a 100%
small business setaside. Delivery to MSFC is required within 30 days
ARO. Delivery shall be FOB Destination. The DPAS rating for this
procurement is DO-C9. Offers for the items(s) described above may be

offer. Offerors shall provide the information required by FAR 52.212-1
with exceptions of (d), (h) and (i). If the end product(s) offered is
other than domestic end product(s) as defined in the clause entitled
"Buy American Act -- Supplies," the offeror shall so state and shall
list the country of origin. FAR 52.212-4 is applicable. Addenda to FAR
52.212-4 are as follows: 52.204-4, 52.211-15, and 52.247-34. FAR
52.212-5 is applicable and the following identified clauses are
incorporated by reference; 52.212-5(b: 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-3. Questions regarding this acquisition must be
submitted in writing no later than June 20, 1998. Offers are due by
close of business June 30, 1998 to the identified distribution office,
marked with this solicitation number. Selection and award will be made
to the lowest priced, technically acceptable offeror. Offerors must
include completed copies of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items with their
