about 7/1/98. This solicitation is a refreshed standing solicitation
for Federal Supply Schedule FSC Group 99, Part VI, Section A, (which
was previously issued 5/23/97 and 11/26/97) from which the Government
contemplates award of contracts for supplies listed in the Schedule of
Items covering 11 Special Item Numbers. The scope is expanded to
include worldwide delivery. Resulting contracts will be FOB
DESTINATION, for the 48 contiguous United States and Washington D.C.
Terms will also be FOB DESTINATION for all locations outside of this
domestic scope. Contact points for locations outside the domestic scope
are mandatory in order to provide those locations with local
assistance. This solicitation will remain in effect unless amended
and/or replaced by an updated solicitation. There is no closing date
for receipt of offers; therefore, offers may be submitted for
consideration at any time during the life of this solicitation.
Effective immediately, this Federal Supply Schedule period will be
continuous, and will contain contracts with periods that will commence
on the date of award (DOA) and expire five years (exclusive of any
options) from the DOA unless further extended pursuant to an Option to
Extend the Term of the Contract, or canceled sooner. These new
provisions will ensure that our customers are provided a continuous

Offers will be accepted for brands identical to those currently
awarded. All contracts will be indefinite delivery -- indefinite
quantity contracts with $100 guaranteed minimum for the contract
period. There have been several SIN changes since the last solicitation
issuance. The following are the changes to the SINs for this program:
SIN 402-5 has been expanded to include "desk products". SIN 402-11 "New
Technology" has now been renamed "Introduction of New Products".
Several new SINs are applicable under thissolicitation: SIN 402-12 --
Imprintable Computer Accessories, including Mouse Pads and Wrist Rests;
402-13 -- Magnets; 402-14 -- Imprintable Stress Indicators, including
Stress Balls; and 402-15 -- Imprintable Planners, Portfolios and
Calculators. The following SINs still do apply to this schedule: 402-5
-- Awards (including Eagle Awards and Military Statues), Plaques,
Trophies, Ribbons, Metals, and Desk Products; SIN 402-6 -- Lapel Pins,
Badges, Buttons and Patches, SIN 402-7 -- Pen Sets and Writing
Implements, 402-8 -- Key Tags, Key Rings, Luggage Tags, Pocket Tools,
and Ice Scrapers, 402-9 -- Rulers and Tape Measures, 402-10 -- Mugs,
Glassware, Plates and Bowls Suitable for Engraving. Various clauses
including Clause I-FSS-599, Electronic Commerce -- Federal Acquisition
Network (FACNET), which implements GSA Advantage (GSA's On-Line
Shopping Program) are included. Acceptance of the Government Purchase
Card is mandatory for payments equal to or less than the micro-purchase
threshold for oral or written delivery orders. You must be capable of
receiving payment by Electronic Funds Transfer (EFT) in accordance with
Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget
(OMB) Circular A-125, Prompt Payment. All contracts to be awarded
include Industrial Funding provisions. See Note 2 (portion Set-aside
for small business participation only). See Note 12 (Trade Agreements).
