The National Ground Intelligence Center intends to procure, on a sole-source basis, IR Signature Code Enhancements software from Thermoanalytics, Incorporated, 94X Airport Road, P.O. Box 66, Calumet, Michigan 49913. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Interested vendors are invited to submit a response within (15) fifteen calendar days after publication of this notice, which must include prices and technical data sufficient to determine capability to meet the above requirements. No solicitation document exists, however, all responses from vendors demonstrating their capabilities will be fully considered. As a result of analyzing responses to this notice, the Contracting Officer may determine a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published.
