A -- HYPERSONIC WEAPONS TECHNOLOGY PROGRAM SOL N68936-BAA-98-005 DUE 093098 POC Jerry Manley, Contract Specialist, (760) 939-4273 PROGRAM OBJECTIVES AND DESCRIPTION: The Naval Air Warfare Center Weapons Division (NAWCWPNS) China Lake and the Naval Surface Warfare Center, Dahlgren Division, Dahlgren VA are seeking one page pre-proposal summaries in the areas of Propulsion, Airframe/Structure, and Guidance & Control (G&C) to be submitted by 20 July 1998 at 3:00 PM PST with formal proposals due 30 September 1998 at 3:00 PM PST. The formal proposals shall be for technology development which will address a particular task (Propulsion, Airframe Structures, or Guidance & Control) as it relates to Hypersonic Weapons Technology (HWT). HWT is a special focus program within the Office of Naval Research Air and Surface Weapons Technology (ASWT) Program. The objective of HWT is to develop and demonstrate technologies which will enable the development of a class/family of hypersonic strike weapons. The missions of this family of weapons will include time critical target strike, surface target strike, buried/hard target strike, and Suppression of Enemy Air Defenses (SEAD). The family of weapons will include weapons which can be launched from submarines, surface ships, and aircraft. GENERAL INFORMATION: Proposers shall obtain a Proposer Information Package (PIP) entitled BAA-98-005, Hypersonic Weapons Technology which provides further information on the pre-proposal summary; formal proposal; program scope; the submission and evaluation processes; proposal format; and other general information. The PIP package may be obtained by writing, faxing, or EMailing your request to the administrative addresses located at the end of this BAA announcement. Firms who responded to the previous industry participation for this program published 03 Mar 98 need not respond to this announcement as you will receive the package described above. The Naval Air Warfare Center encourages firms who typically do not pursue agreements or contracts with the government to respond to this announcement if it relates to your area of expertise. No additional information other than stated in this announcement and the Proposer Information Package is available. The government reserves the right to select for negotiation and/or award all, some, or none of the proposals received. All responsible sources capable of satisfying the Government's needs may submit a pre-proposal summary and formal proposal which shall be considered by NAWCWPNS. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MI's) are encouraged to submit proposals and join others in submitting proposals; however, no portion of this BAA will be set aside for HBCU and MI participation. Proposals will be considered for award under U.S.C. 2371 as amended by Section 845 of Public Law 103-160. The government reserves the right to make more traditional awards such as grants, cooperative agreements, and contracts. Proposed programs should be no longer than 12-36 months. Cost sharing is encouraged, but not required. Substantive cost sharing will increase the attractiveness of the proposals. All administrative correspondence and questions on this solicitation, including requests for information on how to submit a proposal to this BAA, should be directed to one of the administrative addresses below; e-mail or fax is preferred. NAWCWPNS intends to use electronic mail and fax for correspondence regarding BAA-98-005. Proposals may not be submitted by fax or e-mail; any so sent will be disregarded. This notice, in conjunction with BAA-98-005 Proposer Information Package, constitutes the total BAA. No additional information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. Proposers are encouraged to submit a one page pre-proposal summary for either Propulsion, Airframe/Structures, or G&C. This procedure is intended to minimize unnecessary effort in proposal preparation and review. NAWCWPNS will respond to pre-proposal summaries with a recommendation to propose or not propose by 15 August 1998. Firms are encouraged to speak with the technical POC's for the three particular areas prior to submitting a pre-proposal summary or proposal. The technical POC's are: Propulsion -- Scott Fuller (760) 939-7481; Airframe/Structures -- Craig Porter (760) 939-7206; and G&C -- Dave Burdick (760) 927-3448. EVALUATION CRITERIA: Evaluation of pre-proposal summaries and proposals will be accomplished through a technical review of each proposal utilizing the following criteria, which are listed in descending order of importance: (1) overall scientific and technical merit in the technical concept and approach; (2) potential warfighting contribution of the proposed effort in terms of its support for HWT goals and technology challenges; (3) match to the scope of HWT program responsibilities; (4) expected ability of the technology to be demonstrated to a Technology Readiness Level (TRL) of 6 by FY03, within expected available funding; (5) effectiveness of the management plan and subcontracting plan if applicable, and the team structure and team composition if applicable; (6) offeror's capabilities, qualifications of key personnel, past performance, related experience, facilities and techniques, or unique combination of these, that form integral factors for achieving the proposal's objectives; and (7) realism of cost, cost share commitment, and quality of cost share.
