This synopsis is FOR INFORMATION ONLY. No solicitation will be issued.
The Defense Special Weapons Agency (DSWA) intends to award a sole
source contract to the High Energy Density Center of the Russian
Academy of Sciences (RAS) to obtain quantitative estimates of
parameters of shock waves, gas flows, and failure zones generated by a
nuclear explosion in an underground complex. Solution of this problem
will require addressing the following issues: the initial stage of
nuclear explosion; the propagation of high energy gas flows in tunnels
with deformable and failurable walls; seismic shock generation and
propagation in surrounding massif of geomaterials; and, shock wave
propagation in systems of very long branching tunnels. The required
tasks draw on the unique capabilities and possession of databases by
the Russian Academy of Sciences. The numerical simulations to be
carried out under this contract will be modeling Russian tunnel
complexes, Russian construction materials, and Russian geologies. The
HighEnergy Density Institute RAS is the only organization capable of
performing the required analyses, as it has all of the analytic tools
capable of predicting the hostile environments caused by a nuclear
weapon detonation and has collected the pertinent experimental data
relevant to the equations of state for various materials, response
data, and hydrodynamic flow models. Contemplated period of performance
is 9 months. All responsible sources must provide written
documentation demonstrating identical or equal capability to perform
the effort to Tanya Stasiuk, AMB, Defense Special Weapons Agency, 6801
Telegraph Road, Alexandria, VA 22310-3398. Faxes are acceptable to the
attention of Tanya Stasiuk/AMB at fax number (703) 325-9295. See Note
22. Acquisition Management has added "Procurement Opportunities" to the
DSWA Home Page available on the World Wide Web. Information will
include this synopsis and more. Please check us out at www.dswa.mil.
