POC Joanne Shea, Contract Specialist The EPA plans to issue a Request
for Quotations for a Sonar-based Compact Diver Survey System which
should be a Desert Star System or equal. This procurement is being
conducted under the Simplified Acquisition Procedures (valued under
$100,000). The EPA intends to purchase this item from Desert Star
Systems under the authority of FAR6.301 (1) Only One Responsible
Source. A sole source statement has been prepared identifying Desert
Star Systems as the only vendor that provides smaller scale diver
surveys (approximately 50-500 meters in proximity.) The system includes
the following: 1. Hand held units (including documentation and
technical support) that a diver can use to: a. navigate to specific
waypoints, b. mark waypoint locations and enter information
(codes/comments) about the locations, c. receive messages from the
surface unit, d. connect with a sensor to make ambient readings, e.
store dive information at each survey point, 2. Surface unit that
includes: a. display and stores, for each diver: location, depth, tank
pressure, sensor readings, documentation and technical support, b. Can
be used to send messages to diver-held units, c. Can be tied into
boats's GPS. 3. Upgradable tracking/survey-related software that will
handle the acoustic information in the manner described above. 4.
Ruggedized laptop that: a. Can handle temperature extremes (at least
25-100 Farenheit), vibration and shock from a pounding boat, salt
spray, rain, humidity, dust and sand, b. Has sunlight-readable screen
with anti-glare protection, c. Has software and hardware to run the
dive-related software, with excess capacity to allow for future
software upgrades (hard drive 2GB, memory-64MB, motherboard-Pentium
166) d. Can be easily integrated (ports available) with dive-related
hardware, including boat GPS. 5. All hardware and accessories needed to
deploy the configurations necessary to achieve sub-meter position
precision/accuracy, Long baseline stations must have a sleep mode
(wake-up when interrogated). 6. Spare transducers for the diver and
surface units. 7. Cases to protect and transport all equipment safely.
8. System to insure clean, uninterrupted power supply to laptop, for
example in the event the boat's power goes down, a battery should
seamlessly take over. 9. Maintenance package. 10. System and laptop
hardware and software to be tested and integrated prior to delivery.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the Contract Specialist, their qualifications,
capabilities and product information. This information will be used
solely to determine whether or not to conduct this procurement on a
competitive basis. Responses received after the 15 days (July 3, 1998)
or without the required information will be consider nonresponsive and
will not be considered. A determination by the Government whether to
compete this proposed effort is solely within the discretion of the
