Cascades Support Office is soliciting quotations from qualified
professional historians and historical contractors/organizations to
conduct an administrative history of Lake Roosevelt National Recreation
Area, formerly known as Coulee Dam National Recreation Area. Conduct of
the study will require the provision of research services and the
production of certain deliverables which are summarized as follows: a)
the collection of historical research information(including graphics
and photos) about the movement to establish Lake Roosevelt National
Recreation Area (LARO) and how it has been managed since its
establishment through a systematic research effort, including an
exhaustive search for published and non-published sources, primary and
secondary sources; b) the identification and interviewing of
individuals knowledgeable about the movement to create LARO and those
involved in its management and administration up to the present; and c)
the organization, synthesis, and interpretation of historical materials
in order to prepare and submit a professional quality document that
provides a well-written, comprehensive study of the establishment and
administration of this national park unit. The following criteria shall
be used in the evaluation of the prospective contractors and research
teams: 1) Specialized experience and technical expertise in the
research, writing, and preparation of administrative histories for
government/public agencies; 2) Specialized knowledge of and experience
with Lake Roosevelt NRA and its institutional and organizational
history; 3) Demonstrated success in the management and completion of
historical research projects and demonstrated ability to meet the
requirements of the Secretary of the Interior's Professional
Qualifications for history; 4) Demonstrated understanding of project's
scope and depth and ability to prepare work plan and time
table/schedule that reflects understanding of work and product desired.
