Supplemental Service Agreement. ESC is planning to acquire support for
19 Tower Restoral Vehicles (TRVs), for one year, with a one year
option from TRACOR Aerospace Inc., of Austin, Texas. The effort will
require the contractor to initially provide full manpower and materials
for repair and maintenance work not covered by the TRV warranty for the
first year, followed by full repair and maintenance (including spares)
for the following year, after expiration of the TRV warranty period.
The TRV is designed for mobile land based operations, is air
transportable, and is intended to provide rapid setup capability for
support of air operations. The TRV is self contained in two 4-wheel
drive high mobility multi-purpose wheeled vehicles. The TRV contains an
air traffic control central facility in an environmentally controlled
extendable roof shelter. The TRV is currently being produced by Tracor
Aerospace Inc, Austin, TX. SSA will not be required on either vehicles
or generators. A technical drawing package will not be available to any
competitor. Interested firms should respond by indicating their ability
to meet the following screening criteria and have the capability and
background to perform the following specific tasks: 1) Provide support
beginning no later than 15 July 1998. 2) Have prior TRV experience,
and the ability to perform the supply and support functions on Air
Force TRV equipment. 3) Provide TRV on-call technical support for fault
isolation diagnostics, and supply/support as necessary. 4) Prescreen
incoming failed TRV items to analyze defective, failed or damaged
components and test and verify failure in accordance with approved
acceptance test procedures. 5) Repair and maintain TRV
hardware/software. 6) Maintain TRV hardware/software configuration
control and a spare parts inventory and records of the supply/support
actions. 7) Provide USAF supply/support documentation (AFTO Form 350,
Repairable Item Processing Tag and DD Form 1149, Requisition and
Invoice/Shipping Document.) 8) Expedite replenishment for critical
failure items on operationally deployed TRV systems at austere
locations and be able to respond to service calls on a 24 hour basis.
9) Transition supply/support to a Government facility or another
contractor. 10) Provide data in support of the above activities.
Interested firms are requested to submit statement of their
qualifications, along with supporting documentation to ESC/GAK, 75
Vandenberg Drive, Hanscom AFB, MA 01731-2103, Attn.: Mr. David H.
Hawkins, Contracting Officer. Responses must be received no later than
30 days after the date of this publication, and shall not exceed ten
(10) pages. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal and proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. Ombudsmen do not participate in the evaluation
of responses, source selection, or formulation of acquisition strategy.

contacted only with issues or problems that have previously been
brought to the attention of the program manager and/or contracting
officer and could not be satisfactorily resolved at that level. The
proposed contract action is for services for which the Government
intends to solicit and negotiate with one source under authority of FAR
6.302-1. Interested persons may identify their interest and capability
to respond to the requirement or submit proposals. This notice of
intent is not a request for competitive proposals. However, all
responses to this notice received within 30 days after release of the
notice will be considered by the Government. The Government anticipates
award of the contract on or about 15 July 1998. This sysnopsis does not
constitute a Request for Proposal, it does not restrict the Government
as to the ultimate acquisition approach, nor should it be construed as
