R -- INDEFINITE QUANTITY MULTIPLE AWARD SOL GS-03P-98-CDD-0027 DUE 072998 POC Mark Lewandowski, Contracting Officer (215)656-6106 Provide all labor, materials, supervision, equipment and tools necessary to perform construction management (CM) services which include, but are not are limited to: 1) design review, 2) examination of contract documents to identify design errors and omissions, 3) inspection of construction to determine compliance with contract requirements, 4) cost estimating, 5) analysis of contract disputes relating to changes, acceleration, differing site conditions, delays, impact costs and contract terminations, 6) CPM schedule analysis, and 7) expert witness and related support services. Services are anticipated to be provided through out the geographical area defined by GSA Region 3 (Pennsylvania, New Jersey, Delaware, Maryland, Virginia, and west Virginia). This will be an Indefinite Quantity Multiple Award CM contract with the ability to perform CM services under delivery orders ranging from approximately $5,000 to $5,000,000. Offerors will be evaluated using the source selection procedures/greatest value method outlined in the solicitation. The Government may make multiple awards and anticipates making five (5) awards under the subject solicitation. One award shall be set-aside for small business firms, and one award shall be set-aside for 8(a) firms. Individual delivery orders may be competed among the selected firms under the contract unless the Government deems otherwise on an individual delivery order basis. The contracts will be for a base period of two years with two unilateral options on the part of the Government (one two (2) year option, and one one (1) year option).
