Industrial Supply Center, Norfolk Washington Detachment and Navy Office
of Judge Advocate General have a requirement for marine damage surveyor
services to appraise marine casualties involving Government property
including vessels, piers, wharves, and other shore and offshore
structures worldwide. Marine damage surveys will constitute the vast
majority of all ordered work with orders for speed, angle or blow
surveys required, as well as safety inspections, any of which can be
required anywhere in the world. Orders must be responded to within
24-hours and offeror must be able to conduct two simultaneous surveys
worldwide. Services require preparation of Preliminary Advice Reports
and Reports of Survey and follow-up surveys after repairs. The offeror
must demonstrate the ability to perform marine damage surveys on all
vessel types including sailing vessels, metal, fiberglass and wood
hulls, as well as marine shore and offshore structures. The offeror
must investigate damage and loss, determine type and cost of repairs,
and evaluate repairs upon completion thereof. The offeror must be able
to testify as to its findings before US District court, other courts,
or other administrative hearings. Two key persons are required;
individuals proposed must possess a degree in naval architecture and
marine engineering and must demonstrate recent experience conducting
marine damage surveys and assessing worldwide repair costs. All marine
surveyors employed under this contract must be fluent in oral and
written English and key persons must be eligible for US security
clearances. This will be a Time ands Materials contract for a base year
and 4 option years. FAR Clause 52.217-8 "Option to Extend Services"
(AUG 1989) applies. It is estimated that approximately 500 labor hours
will be used per year. This requirement is a 100% Small Business
