Business Daily on June 3, 1998, USAID/REDSO/ESA in Nairobi solicited
applications from USAID-registered PVOs, NGOs and International
Organization currently working in opposition-held areas of Sudan to
implement a capacity-building/grant-making program in Sudan. Based on
inquiries made prior to the June 11, 1998 deadline for questions,
USAID/REDSO/ESA would like to make the following clarifications: 1)
This activity will be financed with funds from the Development
Assistance Account, made available under the Greater Horn of Africa
Initiative. The authority to carry out these activities is provided by
the Horn of Africa Food Security and Recovery Act of 1992 (as stated
in the original solicitation). 2) To clarify the definition of
beneficiary organizations provided in the solicitation: USAID intends
for this program to support indigenous organizations, not limited to
NGOs, that are working on grassroots rehabilitation problems. The
support provided would lead to these organizations having improved
capacities, such as strengthened advocacy skills to work with local
authorities and hold them accountable. Therefore the objectives of the
program (described in the background section of the solicitation) are
achieved through practical rehabilitation applications. 3) We do not
anticipate direct funding of opposition groups or organizations under
them. For the purpose of this requirement, movements that have signed
peace agreements with the Government of Sudan are not considered
oppositions groups. 4) The program consists of three components of
which the requirement hereunder is one. The USAID Activity Manager will
coordinate the activities of all implementors and linkages among the
three components. 5) USAID will work with the eventual implementor the
Umbrella Grant-Making/Capacity-Building Component to ensure that
activities do not have harmful environmental effects and comply with
the applicable USG regulations. 6) In general, USAID anticipates that
sub-grants will be distributed across a range between $5,000 and
$50,000, with the rare sub-grant up to a maximum of $100,000. Audits of
subrecipients shall be in accordance with the rules and regulations in
