The Federal Bureau of Investigation (FBI) has a need to complete construction renovation of its Building #10 Project (Phase 2) at the FBI Academy, Quantico Marine Corps Base, Quantico, Virginia. Construction renovation shall include, but is not limited to: civil, architectural, structural, mechanical, and electrical work to convert existing high-bay garage space into office and equipment repair space. The primary elements of the renovation effort shall include, but are not limited to: concrete work, underground tank removal, window wall system, aluminum and glass, concrete masonry units, ceramic tile, acoustical ceiling, metal doors and frames, metal railings, toilet accessories, vinyl tile and base, gypsum board systems, and civil work. Detailed requirements and specifications are included in the solicitation. The estimated cost for this work is between $250,000 and $500,000. Estimated mailing date is July 2, 1998. A Pre-Bid conference and site investigation are tentatively scheduled for Tuesday, July 14, 1998, at 10:00 a.m. local time, at the FBI Academy, Quantico, Virginia. A 72-hour advance notice is required to attend the conference and site investigation. Because of security requirements, interested parties must furnish the Names, Date of Birth, Place of Birth and Social Security Numbers of the individuals who will be attending the Pre-Bid conference and site investigation. This information is required by close of business July 8, 1998 and should be sent via facsimile number (202) 324-0570 to the attention of Bernice T. Evans. The FBI reserves the right to deny entrance to any individual who's name was not furnished to the FBI prior to the close of Business July 8, 1998. Bid Opening is tentatively scheduled for 2:00 p.m. local time on Tuesday, August 18, 1998, at FBI Headquarters, Room 6875, JEH/FBI Building, 935 Pennsylvania Avenue, NW, Washington, DC 20535. Bids may be hand-delivered to the Bid Opening, or mailed to the FBI, Attention: Bernice T. Evans, Room 6875, JEH/FBI Building, 935 Pennsylvania Avenue, NW, Washington, DC 20535. Mailed bids must be postmarked at least five (5) days prior to the scheduled date for bid opening. Please reference Invitation for Bids (IFB) 7202 in your written request. All requests for copies of the solicitation must be postmarked no later than fifteen (15) calendar days from the date of publication of this synopsis. Specification and detailed requirements will be furnished with the solicitation and shall be available by mail request only at a deposit cost of $250 per set with a limit of two (2) sets per requesting firm. Checks should be made payable to the Federal Bureau of Investigation. Deposit for solicitation is fully refundable when bid sets are returned to the FBI, at the address provided in the solicitation, within 15 calendar days following Bid Opening. Requesters MAY NOT RETURN bids sets directly to the FBI Headquarters facility. Bid sets may only be returned by mail or other overnight delivery service. Bid sets will be issued on a first-come-first-serve basis until supply is exhausted. Bid sets will be sent by mail only. This requirement will not be placed in a local area Plans Room. The successful contractor shall be required to adhere to FBI security requirements as set forth in the contract documents. Performance Bond is required. Access to the job site shall be limited to U.S. Citizens ONLY. Payment Bond is required if sub-contractors will be used on the project.
