THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. The Global Air Traffic Operations Mobility Command & Control (GATO/MC2) Systems Program Office (SPO) has the responsibility of developing an acquisition strategy for replacing the present Air Force Terminal Instrument Procedures System (AFTERPS) Software System. The Air Force Terminal Instrument Procedures System -- Replacement (AFTERPS-R) will develop instrument approach and departure procedures for airports worldwide. Its primary purpose will be to comply with procedure design criteria established by the United States Air Force, Federal Aviation Administration (FAA), North Atlantic Treaty Organization (NATO), and International Civil Aviation Organization (ICAO) standards while ensuring terrain and obstacle clearance is maintained. In order to develop a strategy that best supports the interests of the Air Force, the GATO/MC2 SPO is performing a market survey of presently available systems capable of producing Terminal Instrument Procedures (TERPS). The GATO/MC2 SPO will use this information, along with other market research responses, to gain an understanding of technical approaches to meet TERPS generation requirements. We seek to understand the degree that commercial solutions will meet AFTERPS requirements and what modifications are necessary. We seek to identify solutions for operational sustainability and inclusion of future technical innovations such as Global Positioning System (GPS), Wide Area Augmentation System (WAAS), Local Area Augmentation System (LAAS), and Joint Precision Approach and Landing Systems (JPALS). SCOPE: In order to assess commercial solutions that may have applicability to an AFTERPS Replacement system, interested companies should submit packages of their proposed solutions. Packages should address how their products meet the TERPS requirements discussed below. AFTERPS REQUIREMENTS: The RFI packages should include descriptions of the following requirements: (1) Identification of the standards the system was developed against (e.g. FAA, NATO, ICAO, etc.); (2) Automatic and manual import /export of aeronautical data and databases capabilities; (3) Ability to convert, calculate, store, and output aeronautical information in various specified datum and projections; (4) Construction of linked, segmented, high and low altitude Instrument Approach Procedures for both Precision and Non-Precision operations; (5) Capabilities of interactive on-screen display of procedures and charts with capability to manipulate design data, recalculate procedures, provide warning criteria, capability of output to a printing device, provide display pointer device location with respect to datum; (6) Provide computation of landing minimums, and construction of departure procedures; (7) Export procedure information in data format; (8) Provide construction of standard terminal arrival routes; (9) Provide construction of standard instrument departure routes; (10) Provide construction of minimum vectoring altitude charts; and (11) Provide construction of minimum instrument flight rules altitude chart. DATA SUBMISSION REQUIREMENTS: The Information package should include the following items: (1) System Description; (2) Systems level block diagrams; (3) Certifications currently held by the proposed TERPS system and/or plans for obtaining these items. Also, compliance of system with applicable FAA, ICAO, NATO, and AF standards performance requirements; Complete product specification of the proposed system; (4) All functions performed by the proposed system, such as construction of: departure procedures, arrival procedures, arrival routes, computed landing minimums, etc; (5) All existing interfaces between the proposed system and digitally formatted aeronautical information in various datum and projections; Growth provisions and approaches to meet future TERPS requirements not defined/approved at this time; (6) Estimated software development necessary to support TERPS requirements and proposed growth plan; (7) TERPS Software life cycle approach(s) and associated costs; Current or planned usage of software in other commercial or military TERPS applications; (8) Identify the size and socioeconomic status of your business (e.g. small, large, small disadvantaged, 8(a) concern, small woman-owned business); (9) Identify existing Government rights to software and hardware solutions; (10) In addition, the Government understands that very few if any contractors can respond to all requested information.
