INFORMATION ONLY. The Coast Guard is contemplating replacing the
engines on 20 to 28 HU-25 Falcon (FA-20) jet aircraft; models A, B, and
C. Each aircraft is currently equipped with two Allied-Signal ATF3
engines. The purpose of this notice is to identify (1) commercially
available engines that can replace the AlliedSignal ATF3 engines
without degrading the flight characteristics of the aircraft and (2)
potential sources with the capability and experience to replace the
engines. This IS NOT a pre-solicitation notice that constitutes an
Invitation for Bid or Request for Proposal and IS NOT to be construed
as a commitment by the Coast Guard. The Coast Guard WILL NOT reimburse
contractors for any costs incurred in responding to this notice or
subsequent exchanges of information. General requirements of the
replacement engine include, but are not limited to, the following: (1)
The engines, as installed, must allow the aircraft to meet or exceed
existing operational requirements as specified in the HU-25 Flight
Manual; (2) Must meet or exceed industry standards for reliability; (3)
Must comply with Federal Aviation Regulations, particularly Part 33;
(4) Must not degrade the flight characteristics of the aircraft; (5)
The accessory section of the engine must have adequate power and pads
to provide hydraulic power for the aircraft, D/C electrical power for
the aircraft, and an alternate means of power to enable delivery of
115V 400 Hz A/C Power for the aircraft systems; (6) Maintain or reduce
the existing fuel consumption of the aircraft; (7) The engine must be
capable of all of the above requirements despite a high percentage of
the aircraft operating time occurring low over salt water, at
altitudes as low as 100 FT. Reverse engineering may be required since
limited technical and engineering data is available. Interested firms
may submit a letter to the following address: Commandant (G-ACS-1A/TV),

Washington DC 20593-0001. The letter must include the firm's name,
address, point of contact and his/her phone and fax number, business
size (large or small) for Standard Industrial Classification codes
3721, Aircraft, (1,500 employees) and 3724, Aircraft Engines and Engine
Parts, (1,000 employees), and statement of domestic or foreign
ownership. The letter must also contain information that indicates the
firm's capability and experience in providing a suitable replacement
engine, services to replace the engines, or both. Briefly discuss the
firm's involvement in any engine replacement project(s) which is (are)
similar in scope and complexity to the requirement described in this
notice; please provide a customer reference (name and phone number) for
each project. A copy of the HU-25 Flight Manual will be made available
to interested firms by contacting LCDR Jim Montgomery at Coast Guard
