a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION, PROPOSALS ARE REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Sealed offers in original and
one copy for furnishing the supplies and services will be received at
DITCO-NCR, ATTN: DTN4 (Cynthia Murphy), 701 S. Court House Road,
Building T-5, Arlington, VA 22204-2199 until 2:00 p.m. (local time) 20
July 1998. This acquisition for echo canceller equipment to include,
installation, set-up, maintenance, documentation, and training is being
issued as a Request for Proposal (RFP) under solicitation
DCA100-98-R-0042 and is a total small business set-aside under SIC code
3669 with a size standard of 750. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04. The Government anticipatesone award to be
made from this solicitation. Each offeror is expected to present a
price listing of equipment comparable to items 0001-0008. Regardless of
the configuration proposed, the unit quantities are stated as required.
THE GOVERNMENT'S REQUIREMENT SHALL NOT BE PROPOSED AS OPTIONAL
FEATURES. THE CONTRACTOR'S TECHNICAL AND PRICE PROPOSALS SHALL CLEARLY
DEMONSTRATE THAT ALL FUNCTIONAL REQUIREMENTS IN THIS SOLICITAION ARE
MET. DO NOT PROPOSE OPTIONAL FEATURES WHICH EXCEED THE STATED
PERFORMANCE REQUIREMENTS IN THIS SOLICIATION. Items 0009-0011 are
required for all offerors. The following is a description of the echo
canceller equipment requirements to be acquired: 0001, Four
commercial-off-the-shelf (COTS) digital canceller 19-inch shelves with
12 slots per shelf. 0002, Eighty (80) T1 (32ms) standard digroup
boards. 0003, eight shelf power supplies with two power supplies per
shelf. 0004, Four communication interface devices to control echo
canceller equipment (SNMP compatible and dual functional-work with a
network interface or hand held devices). 0005, 31 hand held terminals
for configuration purposes. 0006, 21 dual digroup enclosures. 0007, 23
enclosures P/S (110 VAC). 0008, Operation and maintenance training for
ten individuals, to include maintenance and operation manuals and
system diagrams. 0009, Comprehensive service plan including 24-hour
mail back support for items requiring repair, including telephonic
support during the principal period of maintenance (0800-1700 M-F EST)
and periodic support outside of the principal period of maintenance.
0009AA, Comprehensive service from expiration of warranty through 30
September 1999. 0009AB, Comprehensive service from 01 October 1999
through 30 September 2000. 0009AC, Comprehensive maintenance from 01
October 2000 through 30 September 2001. 0009AD, Comprehensive
maintenance from 01 October 2001 through 30 September 2002. 0009AE,
Comprehensive maintenance from 01 October 2002 through 30 September
2003. 0010, Annual refresher training for ten individuals. 0011,
Installation of equipment in fixed racks and in travel cases. ITEMS
THAT DO NOT MEET ALL OF THE CHARACTERISTICS LISTED IN THIS COMBINED
SYNOPSIS/SOLICITATION WILL BE FOUND TECHNICALLY UNACCEPTABLE. OFFERORS
SHALL SUBMIT TECHNICAL LITERATURE AND A DESCRIPTION ADEQUATE FOR THE
GOVERNMENT TO DETERMINE WITHOUT DISCUSSION THAT THE OFFERED ITEMS MEET
GOVERNMENT TECHNICAL REQUIREMENTS. Echo canceller equipment must meet
the following salient characteristics: (1) Must be compatible with
standard transmission from a Lucent Technologies G3 definity switch and
an ISDN PRI signal, and must also be able to pass these signals to a
NET IDNX and be transparent to the user. (2) Provide echo control on
all T-1 24 channels of a 1.544 Mbit/s facility, capable of both
standard T-1 signaling and ISDN Primary rate (PRI). (3) T-1 24 Channel
adaptive split type D digital echo canceller with full ITU-T
compliance. (4) Interfaces directly with a DS-1, bi-polar AMI or B8ZS
(MU) Law encoded digital facility and digital switch equipment. (5)
Complies with G168, G164, and G165, and Bell Pub 43802, CB119, and
62411. (6) Minimum of 35 dB echo return loss enhancement during double
talk and more than 65dB during single talk. (7) User expandable 32,
64, or 128mS end path delay capability. (8) Support for ITU-T C5, C6,
and C7 Signaling Systems, including built-in 2000 Hz continuity check
Tone Detector. (9) Compatible with all forms of signaling, including:
CCIS, FxO, T.O. and E&M. Selectable Robbed Bit Signaling. (10)
Selectable CRC or non-CRC operation. (11) Meets UL, VDE, European and
other international standards for safety and EMI/RFI. (12) Adaptive
Non-Linear Processor (NLP) and spectrally weighted Dynamic Noise
Injection for improved performance in the presence of high levels of
background noise. (13) Removable downloading capability of future
enhancements of configuration changes. (14) Input Dynamic Range of +3
to -65 dB without adjustment or high-level compensation devices. (15)
Loopback function and test jacks as standard. (16) Singlemodule design.
The equipment resulting from award of this acquisition must be Year
2000 compliant as prescribed in FAR Part 39 and DoD, to include sample
testing of equipment and documentation. The delivery schedule for this
product will be 30 days after date of award (ADAD). FOB Destination
delivery shall be at a location in the Washington, D.C. area to be
provided with award document. Offerors shall propose their commercial
warranty and all shipping costs are to be included in the proposed
price. Technicians must be citizens, and will perform installation,
maintenance, and training for equipment resulting from award of this
acquisition at a secure facility located in Washington, D.C. The
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items,
applies to this acquisition. The provision at DFARS 252.204-7004,
Required Central Registration and subparagraph (b)(1) applies to this
acquisition; and is hereby incorporated by reference as follows: By
submission of an offer, the offeror acknowledges the requirement that
prospective awardee must be registered in the CCR database prior to
award, during performance, and through final payment of any contract
resulting from this solicitation. The Government will award a contract
resulting from this solicitation to the responsible offeror whose
offer conforming to this solicitation is lowest price and technically
acceptable. All offerors shall submit a completed copy of the
provisions at FAR 52.212-3 and DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items, with their offer.
