Agent-301-496-2607 This is a combined synopsis/notice of intent to
procure commercial item prepared in accordance with the format in
subpart 12.6, as supplemented with additional information included in
this notice. The National Institute of Allergy and Infectious Diseases
intends to procure a proprietary Platemate Four Position Pipettor as
manufactured by Matrix Technologies Corporation. The line items are:
(1) Platemate Four Position Pipettor. #38421-050 (2) Reagent Reservoir
(PMMA), 75ml. #55555-006 (3) Peristaltic Pump and Level Sensor.
#55555-002 (4) Desktop Computer System. Delivery shall be to the
National Institutes of Health, 12441 Parklawn Drive, Rockville, Md
20852, F.O.B. destination. The proposed procurement is critical to a
project in conjunction with a drug development company. The Platemate
Four Position Pipettor shall meet the following requirement: (1)
Microplate stacker capability for up to (50) shallow well plates. (2)
Stacker sensors providing immediate system feedback for recording
stacker errors orjams. (3) On-board automatic reagent reservoir
replenishment via peristaltic pump and capacitive liquid level senor.
(4) System modularity allowing for expansion of instrument throughput.
(5) Small footprint allowing instrument placement in bio-hazard
enclosures. (6) Flexible E-Prom and/or Windows based PC Software for
unique program creation. (7) Active on board pipet tip wash station.
The provision at 52-212-2, Evaluation of Items, applies to this
acquisition. The government will award a fixed price purchase order to
the responsible Contractor, Price and other factors considered: (a)
Delivery of item in 35 days ARO, (b) Compatibility and consistency with
collaborative company, (c) Price: All evaluation factors other then
price, when combined are significantly less important then the price.
The clause at 52-212-4, Contract Terms and Conditions-Commercial Items
applies to this acquistion. The clause at 52-212-5, Contract Terms and
Conditions Required to Implement Statues or Executive Orders-Commerical
Items applies to this acquisition. The clauses of subpart (b) which
apply are: 6 and 10. Any response is due to no later then 3:00p.m.
