The item being procured is a complete training system, Intermediate New Generation Army Targetry System (INGATS) that will be a mix of infantry and armor, fixed and moving target lifting devices and simulator equipment that are controlled by a hard-wired, central control system, radio frequency central control system or a hand-held controler depending on the range configuration. The INGATS consists of the following major subsystems: Stationary Infantry Target(SIT), Double Stationary Infantry Target(DSIT),Moving Infantry Target(MIT,Moving Armor Target(MAT),Stationary Armor Target(SAT), Range Control System(RCS), Sound Effects Simulator(SES), Muzzle Flash Simulator(MFS), Hit Detector, MILES Shootback Device, Battle Effects Simulator(BES), and Recharging Devices. The subsystems shall be compatible with the Gunfire Simulator and MILES hit detection devices. It is anticipated that the solicitation will be issued under FAR Part 12, Acquisition of Commercial Items. The Draft Performance Description is being made available, and can be obtained by accessing the internet address listed below. The Draft Performance Description is be made available for "INFORMATIONAL PURPOSES ONLY". The Government is in the final stages of approving this document and aside from minor changes, it is anticipated that this will represent the Final Performance Description that will be utilized for solicitation purposes. Consequently, the Government is not soliciting for comments on the Performance Description. Any attachments listed in the Performance Description can be obtained from the contract specialist. The procurement will be issued as a Best Value acquisition, unrestricted solicitation. The solicitation will be a long-term, Firm Fixed Price, Indefinite Delivery Indefinite Quantity(IDIQ) type contract. The terms of the contract will be one year, with up to four one-year ordering periods for a total maximum contract period of five years. The minimum guaranteed first year requirement is for 6 Ranges, utilizing a Intermediate New Generation Army Targetry System(INGATS). FOB is Destination. Estimated issued date is 1 Jul 98.
