intends to issue a sole-source award to the Minnesota IMPLAN Group,
Inc., 1940 South Greeley Street, Suite 101, Stillwater, MN 55082-6059,
for IMPLAN Pro modeling software, training, and county-level data
bases for all coastal States in the continental US. The MMS will modify
existing IMPLAN data bases to specify more accurate, first round,
onshore spending patterns for oil and gas projects on the Federal Outer
Continental Shelf (OCS) and will use the resulting data bases and
IMPLAN Pro software to estimate the regional economic impacts of
proposed OCS activities on nearby onshore areas. The MMS knows of no
widely available, nationwide, standardized data series that distinguish
between data from shallow-water and deep-water oil and gas projects, or
from onshore and offshore projects. IMPLAN Pro software: 1) allows the
user to create and save customized IMPLAN data bases, which is
crucial; 2) meets all the Service's technical needs, providing
comparable data for usein all coastal regions, the ability to update
such data from year to year, and offering considerable flexibility; 3)
allows the user to develop customized multiplier tables, to develop a
complete set of social accounting matrix accounts, to print a variety
of reports to examine model assumptions and calculations, to modify
any component of the systems, products functions, trade flows, or data
base, to group and regroup coastal counties for different analyses,
and to create custom, predictive impact analyses; 4) contains built-in
and editable deflators for analyses of historical data; 5) has been
tested extensively; 6) allows geographically dispersed staff to use
without on-site technical support; 7) is Year 2000 compliant as defined
in FAR 39.002. IMPLAN Pro is used by the MMS' contractors to perform
economic impact analyses, promoting consistency across a variety of
studies. Award will be made under FAR Part 12, Acquisition of
Commercial Items. Authority for sole source procurement is FAR 6.302-1.
