database to process claims adjudication data associated with the Morris
J. Berman oil pollution incident. The system to be purchased shall
include software license for the twenty claims division employees;
source code; system design and definition documents; system flowcharts;
data dictionary and system and user manuals. The system shall be
delivered to the U. S. Coast Guard, National Pollution Funds Center
(NPFC), 4200 Wilson Boulevard, Suite 1000, Arlington, VA by July 31,
1998. The NPFC's need for this database is extremely time critical;
therefore, it is imperative that the system be delivered in a ready to
use form. The development of the system must be complete at the time
of delivery. The period of performance of the resulting contract will
be from the date of award through September 30, 1998. No options will
be included. This contractual action is expected to be executed using
"Other Than Full and Open Competition", as defined by FAR 6.302-1 if
the Coast Guard determines that only one source is capable of
satisfying the requirements. The sole source for this requirement is
Hull and Cargo Surveyors, Inc., 2175 E. Francisco Boulevard, Suite A-5,
San Rafael, CA 94901, because their system already contains
approximately 900 of the NPFC's adjudicated claims, with payments to
claimants valued at over $6 million, standard correspondence, canned
reports and ticklers. All responsible sources may respond to this
synopsis and shall be considered by the Coast Guard. Telephone
inquiries for a copy of the solicitation will not be accepted. Written
request may be submitted to the address indicated in this publication
and facsimile requests may be sent to the attention of Ms. Connie
Mease at (202) 267-4019. Information provided by responsible sources
shall not constitute a proposal. The Government does not intend to pay
for the information received. Any interested sources must submit the
appropriate data within 30 days from the date this synopsis is
