This announcement provides additional clarification and modifications to the CBD Synopsis/Solicitation posted on June 4, 1998 for Plastic Pallets, Solicitation BEP-98-30(N). The Bureau has received many inquiries regarding the design of the requested pallet. The pallet was designed to accommodate the various automated racking systems of the Federal Reserve. A prototype was developed and tested. The current design is the only pallet which can be accommodated by all of the racking systems in the Federal Reserve System. Therefore, further design modifications will not be considered at this time. In order to meet the requirements of the various Federal Reserve racking systems, the pallet shall not have deflection greater than .625" in a constant unsupported 32" span over a long term duration (approximately 6 months). The contact planes of the pallets should be parallel and flat. There may be indentations in the top of the pallet for the legs to allow for nesting. The bottom of the pallet may be ribbed as long as the clearance levels are maintained. In addition, the past performance evaluation shall encompass an assessment of an offeror's demonstrated production capacity and ability to supply a plastic pallet with similar weight bearing requirements. Accordingly, offerors are requested to supply references from past customers for custom plastic pallets with similar design requirements at similar production levels. An evaluation factor for Manufacturing Capability is hereby added. This added factor will be rated on a pass/fail basis and is equal in importance with the other two evaluation factors; Acceptability of the Offer and Past Performance. Offerors should provide documentation to describe their manufacturing capability and production capacity. The Bureau reserves the right to conduct a Site Visit to assess the offerors manufacturing capability and production capacity. Offerors should acknowledge receipt of this announcement with their offers. Offerors are reminded that this procurement is 100% set aside for small business, therefore, at least 51% of the work must be performed by the offeror. The date for receipt of offers is hereby extended to JUNE 24, 1998, 2 PM LOCAL TIME. (0169)
