This announcement constitutes advance notice to enable potential
sources the opportunity to submit information regarding their
capabilities to meet requirements identified herein. The DoD is
conducting a market survey and analysis to assess capabilities that
exist for continued development and operation of the Pacific Disaster
Center (PDC), located in Maui, Hawaii. The PDC is a federal information
processing center involved in integrated emergency management. The PDC
comprises two operational nodes located in Kihei, Maui and at Diamond
Head Crater, Oahu. The PDC provides operational support for disaster
planning and operations during all phases of emergency management. The
work to be performed includes systems management, operations and
sustaining engineering, requirements development and system development
for an operational PDC system. All PDC program and system management
shall be conducted in Hawaii. Contractor staffing requires personnel
who provide expertise in the following disciplines:Geographic
Information System (GIS) design and operation; database development;
computer networks and information technology; communications; imagery
analysis and applications; meteorology and climatology of the pacific
region; earth sciences applicable to the Pacific region; consequence
modeling and simulation of hazards unique to the Pacific region. One of
the objectives of this acquisition will be to incentivize participation
by Hawaiian high technology businesses. The Government anticipates a
future competitive source selection for this effort. Interested and
qualified sources are asked to complete the questionnaire at the below
listed web site and respond with a capability synopsis in accordance
with the listed criteria no later than 2 Jul 98. A bidder's conference
and site visit are tentatively planned for 27 -- 28 Jul 98 at the PDC
in Kihei, Maui for those companies who are deemed qualified. Questions
