Executive Office for Space, Communications and Sensors, the Space and
Naval Warfare Systems Command intends to award a sole source contract
under Request for Proposal Number N00039-98-R-0123 to ViaSat, Inc.
(2290 Cosmos Court, Carlsbad, CA 92009-1517) for a study of DAMA and
related system issues impacting narrowband MILSATCOM systems to be
completed NLT November 1998. It is anticipated that the Request for
Proposal (RFP) for this requirement will be issued on or around 6 July
1998. In order to address future UHF MILSATCOM requirements, it is
necessary to conduct various studies to meet projected user throughput
and capacity requirements, specifically in the area of increasing 5
kHz performance, employing techniques such as Demand Assigned Multiple
Access (DAMA). In order to satisfactorily perform and fulfill these
requirements, the contractor needs to have extensive DAMA and
communications expertise. ViaSat offers such extensive knowledge and
experience in the development and production of high technology
communications equipment, and is the leading manufacturer of the 5 kHz
DAMA terminals. ViaSat's 5 kHz DAMA Network Control Station has been
fielded at various sites around the world, and is the only military UHF
DAMA network control system in existence. In addition to currently
developing and producing data acquisition, processing, and
communications devices, the company has identified alternative designs
and components to address future UHF MILSATCOM requirements. The
projected contract type will be FFP (firm fixed price). The contract
