Specific individual species to be evaluated, to the degree supportable by the data, are king mackerel, Spanish mackerel, red drum, and spotted seatrout in the South Atlantic, and king mackerel Spanish mackerel, red snapper, red grouper, red drum, and spotted seatrout in the Gulf of Mexico. All other species will be incorporated into the valuation exercise via aggregate species groupings, as determined by location, fishing method, target grouping, or other considerations. The period of performance for this requirement is one year for the approximate period of August 1, 1998 to July 31, 1999. The following are the procedural steps that will be used to achieve the study's objectives: 1) Initial data analysis; 2) Define the choice structure; 3) Calculate historic catch rates; 4) Prepare data for model estimation; 5) Model estimation with historic catch rates; 6) Model estimation with expected catch rates; 7) Welfare valuation; and 8) report writing. The following survey instruments and data base will be used for the study; Base MRFSS intercept survey instrument, add-on economic intercept survey instrument and telephone follow-up to intercept survey instrument. This requirement is not set-aside for small businesses. SIC code 8733 applies. The estimated cost of this acquisition is less than $100,000.00.
