F -- OPERATION AND MAINTENANCE OF THE GROUNDWATER TREATMENT SYSTEMS, TOOELE ARMY DEPOT AND DEFENSE DEPOT OGDEN, UTAH SOL DACA05-98-R-0044 DUE 082098 POC Contract Specialist Sue Yarbrough, 916/557-7479 (Site Code DACA05) Operations and Maintenance of the Groundwater Treatment Systems at Tooele Army Depot, and Defense Depot Ogden, Utah. The Government intends to award a firm-fixed price contract for operation and maintenance of the groundwater treatment systems located at Tooele Army Depot (TEAD), and Defense Depot Ogden (DDOU), Utah. The TEAD system consists of extraction wells, stripping towers, tower feed pumps, recycle pump, stripping tower air blowers, sequestering agent injection system, injection wells and piping. All components include associated instrumentation. The DDOU system consists of extraction wells, conveyance lines, air stripping treatment system, and injection wells and sequestering agent injection system. Operation and maintenance services for DDOU will be options to be exercised as needed. The selected contractor will be responsible to provide all preventative maintenance, field calibration, servicing, corrective repairs, sampling and analysis, and engineering services for the groundwater treatment systems. The services will be provided for one base year and four option years. Option periods may be exercised solely at the discretion of the Government. The acquisition method is negotiated procurement. Technical and price/cost proposals will be required. This announcement is open to all firms regardless of size. Large businesses competing for this project must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the portion of the work it intends to subcontract. The recommended goals for subcontracting are 62% for small business; 10% for small disadvantaged business; and 5.0% for woman-owned small businesses. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. This procurement will be conducted under SIC code 8999. the size standard for this SIC code is $5.0 million. This request for proposal will be available and mailed out approximately July 8, 1998. There is no charge for the solicitation. the solicitation must be ordered by the cut-off date of June 30, 1998 to ensure receipt. Orders received beyond the cut-off date will not be honored. Because a limited number of solicitation packages will be reproduced, copies are limited to one set per firm.
