(301) 713-3478 Sources Sought. The U. S. Department of Commerce, NOAA,
National Weather Service(NWS) is exploring the market to determine the
availability of industry to provide enhancements and modifications to
an existing Doppler Radar. In an effort to implement and test a U.S.
National Weather Service River Forecast System (NWSRFS) in Mexico, the
following enhancements and modifications are required to an Enterprise
Electronics Corporation (EEC) weather surveillance radar WSR-74C
Doppler, located at Guasave, Mexico: 1) Provide complete dual control
capability so that radar operations can be controlled either locally at
the weather office in Guasave or from the Servicio Meteorologico
Nacional (SMN) facility in Mexico City. This includes all user
interface activities such as product display, changing adaptable
parameters, status monitoring, and data archiving. 2) Provide port(s)
for radar digital data for local use and transmission capability to and
use at the SMN facility in Mexico City. 3) Provide digital radar
processing and archiving capability. The processing capability should
include ingesting both realtime and archived data. 4) Provide user
selectable automatic volume scan strategy(ies) sufficient to generate
and display reliable precipitation accumulation estimates of one (1)
hour, three (3) hours and storm total amounts. All elevation angles
within a given volume scan used for precipitation estimates shall be
contiguous. 5) In addition to the constant altitude post position
indicator(CAPPI) and volume products, generate and display all base
products -- the three moments of reflectivity, velocity and spectrum
width -- at each elevation angle of a given scan strategy. 6) Each
product will clearly identify the type of product, data levels, date,
time, geographical location and elevation angle of the data. This is
not a request for proposals. Interested parties are encouraged to
respond to this announcement within 45 days of its publication.
Interested firms shall submit in writing, its name, address, point of
contact, telephone number, business size and a brief statement
regarding its capability to provide the specified items, and the name,
telephone number, and point of contact for businesses or other
Government agencies to which it has previously provided similar

No response will be provided to those inquiries which fail to provide
the information requested. This information shall be submitted to the

713-4155. Please limit responses to no more than ten pages. A
solicitation will be issued after adequate funding is appropriated. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
