Previously issued Synopsis is modified to read, in its' entirety, as
follows. The United States Customs Service is soliciting proposals on
a full and open competitive basis from qualified offerors to award a
lease contract for an aviation facility, located in San Antonio, Texas,
meeting or capable of meeting the following criteria: the facility
shall have a minimum of 35,000 to a maximum of 37,000 square feet of
net rentable square feet; comprised of approximately 4,300 square feet
of office/storage/maintenance space, 12,000 square feet of aircraft
hangar, and 20,000 square feet of aircraft ramp, with grounding points
and tie-downs, and parking space for 16 vehicles. The facility must be
located on an airport with immediate access to a hard-surfaced runway
with a minimum length of 6,000 feet, with instrument (ILS) approach.
Available services shall include 24-hour emergency fire and crash
response, air traffic control for takeoffs and landings, immediate
access to the runway(s) for takeoffs, 24-hour security and controlled
access to the leased premises, including the aircraft ramp area. The
prospective lease will be for a term of up to twenty (20) years, with
ten (10) years firm, and two (2) five (5) year options. We are seeking
a fully serviced lease, with all utilities and services included in
the rental rate. The offered property shall meet all applicable codes
and shall be in full compliance with all applicable guidelines,
including EPA, OSHA, and the Uniform Federal Accessibility Standards
(UFAS) for handicap accessibility. The space offered may be existing,
or may be build-to-suit; with award based on the lowest price per net
usable square foot (using ANSI/BOMA Z65.1-1996). Occupancy is planned
