17 -- NEXT GENERATON HEATER POC Vivian S. McGhee, Source Development Analyst, 912-926-5871 This is NOT a presolicitation notice pursuant to FAR Part 5, but is a MARKET SURVEY to identify sources with the capability of providing a Self-contained Ground Support, Portable, multi-fuel engine heater, used for aircraft and personal comfort heating (New Generation Heater). Testing will be required by the contractor and the user will test the units during the winter. The Government also plans to accomplish a cold chamber test. We are planning to solicit using first article test procedures (quantity of 6 to 8 first articles). Delivery is expected to begin approximately 120 days after approval of first articles at a rate of 100 per month until complete. We anticipate issuing a draft RFP by mid September and hosting a Presolicitation Conference in early Oct 98. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. A Draft Purchase Description, Draft Performance Requirements -- Appendix A, Change 1 to Appendix A, and a Contractor Capability Questionnaire are available on the web via the WR-ALC Small Business Homepage http://www.robins.af.mil/orgs/alc/smallbusiness/NGHINS1.htm. The extent of foreign participation or level or security clearance required to receive a solicitation has not yet been determined. Therefore, participation in this survey may not necessarily result in your company being able to participate in the solicitation.
