No. EMV-1998-RP-0053, stephany.bayne@fema.gov. 17. The Federal
Emergency Management Agency (FEMA) is seeking offerors for the design,
development, and fabrication of a first article Field Operations
Shelter (FOS) commercially available vehicle and the possible
fabrication of up to ten additional production model FOS vehicles. The
first article FOS will support Mobile Air Transportable
Telecommunications Systems (MATTS) requirements and will be delivered
to the FEMA, Mt. Weather Emergency Assistance Center at Bluemont, VA.
The production model FOS vehicles will support Mobile Emergency
Response Support (MERS) requirements and will be delivered to the MERS
facilities at Bothell,WA; Denver, CO; Denton, TX; Maynard, MA; and
Thomasville, GA. The FOS is a self-contained RV commercial type vehicle
that includes the prime mover, shelter with at least one expandable
side, generator, HVAC, internal communications, and connections for
external communications. The FOS must comply with all domestic
regulations for axle weight and lighting, and be legal for highway
operations. Its size, weight and dimensions must comply with deployment
requirements by military C-17 aircraft. Vehicle components will be
standard automotive commercial parts (i.e., NAPA). The engine must be
diesel powered with a 12-volt electrical system, and be equipped with
an AC/DC inverter, heavy-duty battery, alternator, and cooling system,
and an engine block heater. An unrefueled distance of 300 miles is
required. Electrically controlled stabilizer jacks are required on all
four corners of the vehicle. The shelter must be constructed to
commerical standards and provide an efficient work area and conference
space for 15 people (five workstations, a conference area for eight
people, and two telecommunications operator positions). Each worksation
must have a fluorescent lamp, connections for telephone, modem, and
network, and 110 VAC electrical outlets. Additional power and LAN
interface connections will be provided at the conference table.
Accessible communications wiring is required throughout the enclosure.
A drop down screen for video presentations is also required. Along the
wall, a liquid crystal flat panel display (FPD) will be mounted from
the ceiling. Some telecommunications equipment may be required. Ample
power, telephone, and LAN receptacles will be installed in the shelter.
The contractor will install 19-inch equipment racks with a patch panel
for GFE. Internal wiring must be accessible and must accommodate
various electrical connection devises. The FOS must operate for 12
hours with an internal diesel generator rated at 150% of the electrical
load for all vendor provided systems and subsystems or powered by an
external power source. The FOS must have adequate documentation
including repair manuals. Submission of descriptive literature is
required for this solicitation. Descriptive literature shall be
provided detailing the overall dimensions and technical capabilities
that shall prove that the item being offered meets the Government's
minimum requirements and that the equipment offered iscapable of
functioning as a complete system as stated in the specifications.
Offeror will be required to furnish preliminary drawings and schematics
for in both deployed and stowed configurations. Vendor training will be
provided for all delivered systems. Further, descriptive literature
which fails to show that the proposed product complies with the
requirements stated above will result in the rejection of that product.
RFP No. EMV-1998-RP-0053 will be issued on or about July 9, 1998, and
proposals will be due on or about August 10, 1998. The resulting
contract will be commercial supply indefinite delivery indefinite
quantity firm-fixed price type contract and will be a 100% small
business set-aside requirement under SIC code 3711 for a term not to
exceed three years. Copies of the solicitation are available by written
