synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
CPSC-Q-98-5152 and is issued as a Request for Quotation (RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-04. This solicitation
is issued on an unrestricted basis. The Standard Industrial
Classification (SIC) code is 3826; small business size standard is 500
employees. The CPSC requires a spectrometer system for use in its
Division of Chemistry for chemical analysis. The requirement is for one
(1) each of a Nicolet Instrument Corporation brand or equivalent
spectrometer system, including accessories and system software as

and training shall be performed at the CPSC laboratory in
Gaithersburg, Maryland. The offeror shall specify if the information
technology that will be provided under this solicitation is Year 2000
compliant. The following FAR provisions apply to this acquisition: FAR
52.212- 1, Instructions to Offerors -- Commercial Items, and FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items. Delivery is desired no later than 60 days after receipt of
order. Quotations shall be proposed based on F.O.B. destination to
Gaithersburg, Maryland. Quotations are due no later than July 7, 1998
by 4:30 p.m., EDT. Quotations may be mailed to: Consumer Product Safety
Commission, Division of Procurement Services, Attn: Beverly Wells, 4330
East West Highway, Room 517, Bethesda, MD 20814 or faxed to (301)
504-0628. Offerors shall submit their quotation in accordance with this
solicitation and FAR provision 52.212-1, including a completed copy of
the provision at FAR 52.212-3 with the quotation. The FAR provisions
and clauses may be accessed electronically at the following website

shall state in their quotation whether or not the information
technology that will be provided is Year 2000 compliant. FAR provision
52.214-21, Descriptive Literature, and FAR provision 52.214-31,
Facsimile Bids also apply. EVALUATION FACTORS: Quotations will be
evaluated based on a combination of price, past performance, and
product specifications that meet the agency's requirements. The CPSC
intends to make a single award to the responsible offeror whose
quotation conforms to all requirements of the solicitation and is
considered to be the best value to the Government. The following FAR
clauses apply to this acquisition: FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items, and FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items. In addition, the following FAR clauses at 52.212-5(b)
