SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation,
#53SBNB860092, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. The associated Standards
Industrial Classification Code (SIC) for this procurement is 5049, and
the small business size is 500 Employees. ***** The National Institute
of Standards and Technology (NIST) has a requirement for (CLIN #001) a
quantity of one (1) High Speed Digital Imaging System and (CLIN #002)
a quantity of one (1) Standard C Mount Video Camera Lens f-25mm. *****
The Contractor shall provide a High Speed Digital Imaging System (CLIN
Item 001) which shall meet the following specifications: **(1) The
Camera shall be capable of taking up to 10 exposures per frame, each
independently programmable for exposure, and with delay times from 100
nanoseconds to 1000msec;** (2) The Camera shall be precisely
triggerable, using external TTL signals;** (3) The Sensor Type shall be
a peltier cooled monochrome CCD-Interline Progressive Scan with
"lens-on-chip";** (4) The Number of Pixels shall be at least 1280(H) x
1024(V);** (5) Readout time in full (1280 x 1024) frame shall be at
least 8 frames per second; ** (6) Spectral Response shall be 280 nm to
1000 nm;** (7) Dynamic Range shall be 12-bit at 12.5 MHz;** (8) The
Camera shall have capability of binning horizontally from 1 to 8, and
vertically from 1 to 128;** (9) The Lens Mount shall be standard C
mount with adjustable back focus;**(10) The Camera shall be controlled
from, and be capable of transferring images directly to, a PC computer
via PCI Local bus compatible, revision 2.1;** (11) The PCI Interface
Board shall have on board buffer RAM of at least 16 Mbytes;** (12) The
Exposure Sequence shall be capable of manual or remote trigger
initiation from a TTL pulse (BNC);** (13) The Camera shall be supplied
with user software to provide image enhancement, including independent
brightness and contrast control;** (14) CLIN Items 001 and 002 shall
include a one (1) year full warranty on all parts and labor;** (15) The
Contractor shall provide one (1) day for installation and training on
operation of the system;** and (16) The Contractor shall provide
service/repairs, as follows: (A) Camera equipment requiring
repair/service during the 1-year warranty period will be shipped to the
Contractor by NIST; the Contractor shall repair/service and return the
equipment to NIST according to the following timeframe: desired/within
4 days, and required/within 9 days (these timeframes include repair and
shipping time to NIST); and (B) It is desired that the Contractor
provide a camera unit on loan to NIST, at no charge to the Government,
while the equipment is being repaired.** The Contractor shall provide
a Standard C Mount Video Camera Lens f-25mm (CLIN Item 002).
*****Delivery is desired within 5 weeks After Receipt of Order (ARO);
delivery is required within 8 weeks ARO. Delivery location is the
National Institute of Standards and Technology, Building 301, Receiving
Room, Gaithersburg, Maryland 20899-0001. The FOB Point shall be
Destination, Gaithersburg, Maryland. *****The following FAR provisions
apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. *****
Evaluation Criteria to be included in paragraph (a) of provision
52.212-2 are, in descending order of importance, as follows: (A)
Technical capability to meet or exceed the Government's specifications
(offerors shall submit a quotation addressing all required
specifications, and shall provide descriptive literature and price list
for CLIN Item #'s 001 and 002); (B) Performance Demo (offerors who are
identified by NIST as technically acceptable, will be called by the
Contract Specialist at NIST and shall then provide a High Speed Digital
Imaging System and Lens, as described in offerors' written quotation,
for demonstration by offeror and testing by the end user at NIST (the
unit will be connected with NIST's existing testbed and various tests
will be performed to check whether the unit meets all the specs clearly
shown in the synopsis including speed, sensitivity, delayed triggering
accuracy, dynamic range, etc.); the demo shall take place within 4
calendar days of telephone notification from NIST-offerors preferring
to deliver equipment to NIST for testing, rather than making an
in-person demo, may do so); and Price. Additional weight will be given
to offerors who provide a camera unit on loan to NIST during repairs
(as described in specification number (16) above. Technical evaluation
criteria, when combined, are significantly more important than price.
***** The Government will award a purchase order resulting from this
combined synopsis/solicitation to the responsible offeror whose
quotation and demo, conforming to this synopsis/solicitation, will
offer the best value to the Government, price and other factors
considered. Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to
it.***** All vendors are to include with their quotes, a completed copy
