SPAWARSYSCEN Charleston is conducting a market survey to determine = the = existence and interest of possible sources who possess the capability of = producing and configuring five different types of transit cases for a tot= al = maximum quantity of 2900 with the following capabilities: I. STANDARD = CHARACTERISTICS. Cases will be used to transport fragile equipment by mil= itary = forces while in combat and combat simulated situations. The construction= of the case must be of a durability rating that will safeguard equipment while b= eing = transported through all types of terrain and climates by any and all mode= s of = transportation utilized by the U.S. Armed Forces. Ultimate space utiliza= tion, = to lessen the exterior footprint, is necessary. This will include storag= e in = lids when possible. All cases will be Forest Green with a matte or flat = finish. Non-shiny finishes are required on ALL metal surfaces. Cases must be wat= er = resistant to keep interior and components dry under sustained wet weather= = conditions. II. SPECIFIC CASE CONFIGURATIONS. (A) CASE A: Case A will be= = capable of accepting a standard 3/8" diameter padlock. The case will be = engineered to house the following equipment and all equipment must be = operational from the case: IBM ThinkPad 770 (14.1" screen), IBM "Select a= base" = port replicator, HP Deskjet 340CV Printer, Storm Pagescan USB scanner, Io= mega = Ditto Max (Model #10662), Logitech Trackman Marble, trackball, Uniterrupt= able = power supply (specific model TBD) or power protection strip. Additionally=, the = location and placement of the laptop, within the case, must allow access = to and = use of the following list of peripheral items; Graystone Peripherals, TA-= 50 = PCMCIA Extender Card, Removable HDD (IBM), Removable CD ROM (IBM), Remova= ble FDD (IBM), SCSI Adapter Card (PCMCIA, Adaptec 1460B), Intel Etherexpress Pro/= 100 = Mobile adapter, Model # MBLA1600, CMS Easy -Plug/Easy-Go 520MB PCMCIA HDD= =2E = Size: The smallest footprint available, that willaccommodate necessary = equipment and allow for proper airflow, is desired. The following is the = maximum size allowed: Length: 24", Width: 30", Height: 14"; Weight: 30 lbs. (Not = including computer hardware, peripherals, and power supply). Access: = Top-opening, suitcase style, hinged. Material: Shell -- Non-metallic, syn= thetic, molded. Hardware: Handle "A" -- Handles will be of sufficient strength t= o lift = and support case fully integrated with components. Black in color. Locati= on: 1 = ea. on front and right sides; Handle "B" -- Retractable to overall dimensi= ons of = case. Mounted on case bottom. Extends to right. To be used in conjunct= ion = with the wheels in "pullcart" fashion. Black in color. Wheels -- Fixed a= xle, 2 = ea. bottom left. Black in color. Hinges -- Sufficient strength to hold one= and = one half times the weight of identified equipment, manuals, documentation=, etc. = in lid. Black or forest green in color. Open Lock Mechanism -- Locks lid = open in ~ 110o. Hinges and Open Lock Mechanism will allow easy lid removal witho= ut the = use of tools. Latches -- 2 ea. front -- minimum, 1 ea. right and left side = = minimum. Black or green in color. Environmental: Pressure Relief = Valve -- Manual, push button. Adequate to relieve pressure from case interi= or = during air transportation. Able to withstand temperature range of -10o t= o +150o F. Water proof/ resistance -- Interior and all exterior connections to rema= in dry = under sustained wet weather conditions. External Connections: Access -- Th= readed, screw down waterproof cover. Connectors recessed a minimum of 1". Power -- = 1 ea. = Receives equipment end of standard 3-prong computer power cable. Network-= -- -1 ea. = RJ-45 receptacle. Interior Enclosure: The enclosure will be shock mounte= d. = Shock mounts will be rated to adequately support enclosure and hardware = components. Quantity will be 4 each and attached from case to enclosure a= t = corners or sides. Enclosure -- Supports hardware components (identified abo= ve). = Supported solely by shock mounts. Non-ferrous metallic. Flat black or mat= te = finish on all surfaces. Laptop Support-open top platform supports laptop = and = port replicator. Platform moves in a forward and reverse direction by use= of = slides and other mechanical means of platform movement, to allow access t= o = interior-mounted hardware components. In forward and locked position, lap= top = platform extends over the forward edge of the open case. Platform assembl= y = remains attached to the enclosure in all positions. Port replicator will = be hard mounted to laptop platform. Printer, Scanner, Ditto Max, and power source= will = be hard mounted in bottom of enclosure and permit proper paper flow and a= ccess = to all controls, connections, print cartridges, etc. Allows complete = uninterrupted operation without removal. Use of hook and loop tape and fo= am = materials is not desired. NOTE: Enclosure mounting design shall allow com= puter = and peripheral device dimensions to vary +/- 5% in total volumetric area.= Lid = Storage Area -- Durable and flexible, briefcase style system of = pouches/compartments mounted to the case lid. All pouches/compartments wi= ll be = secured with a zipper, loop and hook tape, snaps, etc. Separate storage f= or the = following: IBM FDD, HDD, CD ROM Drive -- 1 ea, PCMCIA Cards -- 3 ea, 3 =BD" = Diskettes -- 1 bx, CD ROM Disks -- 6 ea, Ditto cartridge -- 2 ea, IBM laptop ba= ttery, = printer paper (Std) -- =BC Ream, Technical Manuals -- 1 ea 2" Binder, and Mis= c Office = Supplies -- 48 in3 (approx). Electronics: Power bricks and cords -- Separat= e power bricks and excess cord containment compartments built into the bottom of = the = enclosure. Flat or black matte in color. Non-ferrous metallic material. L= ocated = adjacent to the power supply. Power cables -- all power cables are to run f= rom = equipment to power supply via the containment compartment. Routing shall = be on = the surface of theenclosure. Cutouts through the enclosure base will per= mit the use of removable and reusable cable restraint devices. Port replicator po= wer = cable routing will be with the data cables. Data cables -- all data cables= will = be routed from the printer, scanner and tape backup drive to the front of= the = case, and data cables will further be routed along the bottom of the lapt= op = support to the Port replicator. External connections -- all external conne= ctions = will be made via the external weather-tight access. These connections are= = defined as follows: Standard 3-prong 110 VAC plug receptacle passes power= to = 3-prong male computer cable receptacle under access cover. Network conne= ction = consists of RJ-45 coupler designed to receive the RJ-45 connector inside = the = case located under the access cover. NOTE: Standard Characteristics for C= ases = "B" through "E": (1) Cases will be of the same manufacturer and design. = (2) = Water resistant to keep interior and components dry under sustained wet w= eather = conditions. (3) Dimensions. The case will be of sufficient size to prote= ct and = contain the equipment identified to be transported/stored in each case. = Each = case shall be designed to maintain a low center of gravity and equal weig= ht = distribution. Not to exceed minimum size required for content protection= =2E (4) = Exterior color will be Forest Green and flat or matte finish. (5) Access= will = be top opening. (6) Material: Shell: Non-metallic, synthetic, molded, r= ibbed = for stacking. Hardware; Handles will be of sufficient strength to lift an= d = support case fully integrated with components. Location: 1 each on all s= ides = (spring return bale type is preferred). Latches: Sufficient all sides. = (7) = Interior. Non-residual, high density, non-absorbent foam with custom cut= = cavities. (B) CASE B: Case B will be engineered to transport the followin= g = equipment: 10 Base-T Hub (est. size 14x6x3" 2 lbs.), additional cables, p= rinter = cartridges, battery charger for IBM 770, additional batteries for IBM 770=, = technical manuals, laptop softcase, inverter (Mfg. and model TBD. Est. s= ize = 14x4x6" 8-15 lbs), inverter cable (Est. size 18 C.I., 10 lbs.). (C) CASE= C: = Case C will follow the same specifications as listed above. Case C will = be used to safely store and transport a Liquid Crystal Display. Manufacturer NEC= =2E = Model LCD 2000. (D) CASE D: Case D will follow the same specifications as= listed above. Case D will be used to safely store and transport a printer. = Manufacturer Hewlett Packard. Model 890C. Space for a 6' printer cable = and = spare ink cartridges will also be required. (E) CASE E: Case E will follo= w the = same specifications as listed above. Case E will be used to safely store= and = transport a projector. Manufacturer Toshiba. Model TLP-511A and spare b= ulb. = (F) Estimated quantities as follows: Case A 500-900, Case B 500-900, Case= C = 100-500, Case D 75-250, and Case E 120-350. (G) Delivery: DELIVERY IS CRI= TICAL. = Following is the most lenient schedule allowed. Dates stated are ARO. D= ates = are cumulative, quantities are NOT. Improved delivery is desired. CASE = A: 50 = ea in 30 days, 50 ea in 45 days, 100 ea in 60 days, 100 ea in 90 days, 10= 0 ea in 120 days, 100 ea in 150 days, and Balance in 180 days; CASE B: 50 ea in 3= 0 days, 50 ea in 45 days, 100 ea in 60 days, 100 ea in 90 days, 100 ea in 120 day= s, 100 = ea in 150 days, and Balance in 180 days; CASE C: 20 ea in 30 days, 20 ea = in 45 = days, 20 ea in 60 days, 20 ea in 90 days, 20 ea in 120 days, and Balance = in 180 = days; Case D: 25 in 30 days, 25 in 45 days, 25 in 60 days, Balance in 180= days; = and CASE E: 20 ea in 30 days, 20 ea in 45 days, 40 ea in 60 days, 40 ea i= n 90 = days, and Balance in 180 days. (H) Control Drawings: The contractor shal= l = furnish control drawings within 60 days ARO, in compliance with ASME Y14.= 24M, = for items not covered by a military/industry specification and items for = which = the Government has not paid for the design development. This includes = commercial off-the-shelf (COTS), non-developmental items (NDI), and contr= actor = limited rights items. Sufficient information shall be provided to enable= = competitive reprocurement of a physically and functionally interchangeabl= e item. (I) Special Considerations: Due to the complexity of CASE A, and the crit= icality of meeting the specified delivery schedule, the contractor must be willin= g to = allow a Government Technical Representative to be present during initial = design = and fabrication. This will alleviate the possibility of unnecessary dela= ys due = to communication "lag" times. INFORMATION SOUGHT: General -- Firms are in= vited = to submit appropriate technical documentation, general drawings, digital = pictures, literature, brochures, and references to support that they poss= ess the required capabilities necessary to meet or exceed the required case = specifications and critical delivery schedule. Pertinent information shou= ld = address current capabilities and practices, quality assurance procedures,= = production quantity, delivery considerations, years of corporate experien= ce in = the production of transit cases, and current association(s) with case sup= pliers. Specific -- Responses must include the following: (1) name and address of = firm; = (2) size of business: average annual revenue for past 3 years and number = of = employees; (3) ownership: Large, Small, Small Disadvantaged, 8(a); and/or= = Woman-Owned; (4) number of years in business; (5) two points of contact: = name, = title, phone, fax and e-mail; (6) DUNS Number; (7) affiliate information:= parent corporation, joint venture partners, potential teaming partners, prime = contractor (if potential sub) or subcontractors (if potential prime), (8)= a list of at least 5 customers (contracts) covering the last 3 to 5 years: highl= ight = relevant work including a summary of work performed, contract number, con= tract = type, dollar value for each customer reference, and customer point of con= tact = with phone number(s). Past performance MUST identify similar contract aw= ards in both technical expertise and scope.
