systems and supporting systems for the Cockpit Procedures Trainer --
Image Generator (CPT-IG) are Year 2000 (Y2K) compliant. The CPT-IG
shall be installed with the latest Y2K compliant version software and
firmware with results verified. A Y2K test plan shall also be submitted
and then tested at Ft. Rucker, AL. Completion of effort is required no
later than 30 August 1998. Authority and Justification for other than
full and open competition is 10 U.S.C. 2304(c)(1). The proposed
procurement is for services and supplies which cannot be obtained
through full and open competition because there is only one responsible
source that is capable of satisfying the agency's requirements, FAR
6.302.1. Flight Safety International (FSI), Tulsa, Oklahoma is the only
known source capable of performing this work in the time frame required
to satisfy the Army's minimum needs. FSI is the current producer of the
CPT-IGs for the OH-58D, Kiowa Warrior helicopter. All responsible
sources may submit a proposal which shall be considered by the Agency.
