The Goddard Space Flight Center (GSFC) is requesting information as to the feasibility of obtaining an industry partner for the implementation of a ground data system. GSFC is expecting to release a Partnering Opportunity Sources Sought Synopsis (SSS) seeking an industry partner to implement a ground data processing capability for a possible Earth System Science Pathfinder (ESSP) mission. The Jet Propulsion Laboratory (JPL) and the GSFC are teamed in proposing a high spatial and spectral resolution Earth remote sensing mission in response to NASA's ESSP Announcement of Opportunity (AO) issued April 13, 1998. The Step 1 proposal was submitted May 27, 1998 and NASA expects to provide proposal ratings announcement on July 13, 1998. GSFC will be seeking a partner to implement Level 0 and Level 1 science data processing capability, to support the development of the POD and SOW, and to support thegeneration of the Step 2 proposal, which is due September 21, 1998. The Level 0 and 1 processing consists of frame synchronization, error handling and correction decoding, data decompression, conversion from Consultative Committee for Space Data System (CCSDS) packets into time and location tagged files, radiometric calibration, and spectral calibration for the thermal infrared imager. Due to cost constraints, which will be a key evaluation factor, the Level 0 and 1 processing will likely need to utilize heritage hardware and software system solutions or innovative cost sharing strategies. Industry may expect the posting of the SSS soon after the July 13, 1998 ESSP Step 1 ratings announcement.
