This synopsis provides notification that the U.S. Environmental Protection Agency (EPA) intends to increase, on a sole source basis, the total contract ceiling and extend the period of performance under EPA Contract 68-W1-0055 with Science Applications International Corporation (SAIC), 200 North Glebe Road, Suite 300, Arlington, VA 22203. The contract ceiling will be increased from $215,048,749 by $27,000,000 to $242,048,749. The period of performance will be extended from December 31, 1998 to March 31, 2000 to support those basic administrative and environmental EPA systems currently undergoing year 2000 (Y2K) remediation and/or certification under the contract. SAIC is the only qualified responsible source which can meet the Government's requirement to provide continued support for Y2K remediation being done on mission critical systems under EPA's Mission Oriented Systems Engineering Support Contract, without significant cost and schedule impacts, until these systems have been fully tested, certified Y2K compliant, and operated for a sufficient time in a Y2K compliant production environment. This support is deemed critical, for example, for the following Agency mission systems: (1) support for the Grants Information and Control System (GICS) which provides information about grants, loans, and interagency agreements administered by EPA; (2) support for the operation and maintenance tasks of the EPA's integrated payroll, time and attendance, and personnel systems (EPAYS); and (3) support for the operation and maintenance of Office of Human Resources and Organizational Services (OHROS) personnel systems. The contractor will also continue to provide the Agency with Y2K support on systems that have undergone Y2K remediation until Y2K certification has been achieved.
